CITY OF HAINES CITY is Hiring a Deputy Fire Chief Near Haines, FL

Position Function:

Under the direction of the Fire Chief, assists in providing administrative direction and leadership for all Department operations, equipment, and personnel. Manages daily operations necessary to achieve exemplary services for the protection of life and property through efficient and effective implementation of fire suppression and prevention, emergency medical response, and other emergency and non-emergency related services. Has line authority commensurate with the rank and may assume command of fire scene or other emergency action from a subordinate officer and direct fire ground and other operations.

Essential Functions:

  1. Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures; oversee and participate in the development of new fire ordinances.
  2. Plan, direct, coordinate, and review the work plan for fire service staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems. Select, train, motivate, and evaluate fire service personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  3. Oversee and participate in the development and administration of the Department's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
  4. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels. Ensure that equipment, safety clothing, apparatus, and supplies are specified, purchased, received, and distributed effectively and consistent with City policy.
  5. Oversees and performs assigned duties necessary to enforce fire codes and perform fire inspections, conduct fire education programs, and promote overall fire prevention efforts within the City. Duties include but are not limited to, fire code enforcement, inspections, investigations, and plans review to ensure the enforcement of City Ordinances and Codes, State building codes, and NFPA codes related to all residential and commercial (new and/or existing) structures, and fire suppression infrastructure (e.g. pumps, hoses, hydrants, equipment, etc.). Responsible for developing and conducting routine inspection processes and procedures, the issuance of permits and citations, and managing fire inspection personnel.
  6. Responsible for performing duties necessary to develop, plan, and conduct various fire prevention and safety educational programs (e.g. residential Knox box, smoke detector, youth, fire extinguisher, etc.). Duties include coordinating a fire prevention week and open house and identifying specific needs to address within the community.
  7. Serves as one of the Department's Public Information Officers. Coordinate and assist in the City's emergency disasters mitigation plan; coordinate and assist in managing the City's Emergency Operations Center (EOC); coordinate and collaborate with other agencies that share the technologies and workspace within the joint operations that occur in the EOC.
  8. Respond to emergency and non-emergency incidents; utilize the incident command system to direct activities and communications in fire and/or emergencies; take action to mitigate hazards and treat patients; make decisions affecting life and property under emergency circumstances; develop tactics and strategies for major or critical incidents.
  9. Performs additional duties as assigned.

Environment:

Duties are performed primarily within an office environment or setting. Secondary environment related to fire suppression, medical emergency, and other emergency and non-emergency response services. Possible exposure to dust, mold, noise, inclement weather, extreme temperatures, smoke, fire, electricity, toxic or caustic chemicals and/or fumes, mechanical and/or moving parts, high elevations, vibration, blood-borne pathogens, viruses, disease and other like items associated with fire suppression, and medical emergency and other emergency and non-emergency response services.

Knowledge/Skills/Abilities:

  • Education - Required
    • Bachelor's Degree in Fire Science, Public Administration, or a related field.
  • Experience - Required
    • 10 years of full-time firefighting experience with a career department.
  • Certifications - Required
    • State of Florida Firefighter II
    • State of Florida EMT- B
    • State of Florida Fire Officer II
    • State of Florida Fire Safety Inspector I
    • State of Florida Fire Instructor III
    • State of Florida Paramedic
  • Certifications - Preferred
    • State of Florida Fire Officer III
    • State of Florida Fire Safety Inspector II
  • Must possess good oral and written communication skills.
  • Must be able to read and understand Florida Fire Prevention Code, Federal and State Regulations, Occupational Health and Safety, and City policies and procedure manuals.
  • Must be able to communicate and present oneself in a professional manner, and have the ability to successfully work with confidential information.
  • Ability to work under high demands, short time constraints, and pressure of a fast paced work environment.
  • Ability to serve in leadership role in the event of EOC activation.
  • Ability to establish and maintain effective working and professional relationships with City and other public employees, public officials, contractors, consultants, vendors, media, and the general public.
  • Ability to perform basic mathematical equations necessary to perform budget and procurement analyses and recommendations.

Other Requirements:

  • Must possess a valid Florida Class E driver's license.
  • Must pass post-offer pre-employment Physical Examination and applicable background checks.

SPECIAL REQUIREMENT:

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
