Brief Description

Job Summary
Under limited direction and in compliance with standard operating procedures and policies, manages assigned functions within Public Works Operation divisions to include Streets/Sidewalks, Stormwater, Rights-of-Way (ROW)/Trees, and Wastewater. Develops, implements, and monitors objectives, work programs/special projects, and productivity measurements in order to increase effectiveness and efficiency. Provides assistance to the Deputy Public Works Director in the development and implementation of policies, programs, practices, and procedures required to lead and manage the Operations division and assigned function areas. Responsible for administrative and operational functions as assigned. Acts as the Deputy Public Works Director in their absence. Supervises assigned personnel, establishes clear work priorities, develops and implements standard operating procedures, and provides coaching and counseling as needed. Maintains safety standards and understands and implements policies, procedures, laws, and regulations to ensure a safe working environment. Conducts safety meetings providing pertinent updates on safety issues and problems; demonstrates the use of necessary safety equipment required for the job. Ensures that accidents are reported to the Deputy Director and the Director of Public Works, as well as the Employee Health Clinic, within required timeframes, and takes corrective action regarding accident investigations. Acts as the City’s representative in litigation cases as requested by the Risk Manager.

  • Manage Public Works Operations Division:
    Develop, implement, and monitor each area’s objectives, work programs/special projects, and productivity measurements to increase effectiveness and efficiency. Responsible for administrative and operational functions as assigned. Serve as the Deputy Public Works Director in their absence. Plan long-term goals by preparing the annual budget for divisions and implement financial procedures to monitor the budget performance, tracking costs of the divisions. Monitor and track contracts to ensure that all services provided are of the highest quality and consistent with terms of contract; manage work performed by sub-contractors. Strategically coordinate management operations of Streets/Sidewalks, Stormwater, ROW/Trees, and Wastewater operations maintaining continual contact with Operations Superintendents via cell phone, email and regular meetings. Identify and resolve problems by conducting field evaluations, deciding on appropriate actions, and implementing follow-up. Serve as the City’s liaison with the South Carolina Department of Transportation (SCDOT) to coordinate repairs needed to state-owned streets, sidewalks, rights of way, and storm drainage systems located within the City limits. Manage Public Works Winter Emergency Operations and Logistics. Establish, maintain, and coordinate the Debris Management and Debris Monitoring contracts for emergency operations during natural and/or manmade disasters. Serve as the primary City contact for the Debris Management Company, Debris Removal Company, and FEMA. Assist the Capital Projects Manager on specific capital projects as requested. Coordinate services with other City departments and divisions including Engineering Services, Parks, Recreation & Tourism, City Attorney’s Office, Building Codes, GIS, OMB, Risk Management, Economic Development, Planning & Development Services, Human Resources and City Manager’s Office. Coordinate with outside agencies including FEMA, South Carolina Department of Health and Environmental Control (SCDHEC), United States Environmental Protection Agency (USEPA), Renewable Water Resources (ReWa) and other wastewater collection agencies. Serve as designated liaison between the Public Works Operations division and citizens of Greenville, the media, and City Council.

  • Supervise Assigned Personnel:
    Provide direction to assigned staff through subordinate supervisory staff. Set and communicate goals and priorities, establish performance standards, and implement clear operating procedures. Ensure staff are working to meet departmental goals, practices, and procedures. Assign, monitor, and evaluate work for accuracy, quality, and thoroughness and coordinate work activities/assignments. Provide on-the job training, professional development opportunities, performance coaching, and mentoring. Inform supervisor of any personnel issues as they arise. Take timely and appropriate disciplinary action in consultation with Chief Human Resources Officer. Prepare and conduct annual performance evaluations. Participate in the recruitment, interviewing, and hiring of open positions as necessary.

  • Maintain Safety Standards:
    Understand and implement policies, procedures, laws, and regulations to ensure a safe working environment. Conduct safety meetings providing pertinent updates on safety issues and problems; demonstrate the use of necessary safety equipment required for the job. Conduct reviews of all injuries and accidents and implement changes and/or training to enhance safety practices. Ensure that accidents are reported to Deputy Public Works Director and Director of Public Works, as well as the Employee Health Clinic within required timeframes, and take corrective action regarding accident investigations. Act as the City’s representative in litigation cases as requested by the Risk Manager. Coordinate with Risk Management and the City Attorney’s Office internal and contracted staff as needed. As assigned, act as City’s representative in the absence of the Deputy Director in employee grievance hearings. Attend Compensation meetings as required.

Qualifications

Job Requirements
  • Associate degree in engineering management, construction management or related field.
  • Over six (6) years of progressively responsible experience in Public Works operations, with at least four (4) years of supervisory experience.
  • Each year of required education may be substituted by two (2) years of directly related experience.
  • American Public Works Association (APWA) Supervisory Certification must be obtained within the first year.
  • FEMA Certifications ICS 100, 200, 552, 700, and 800 within three (3) months of hire. ICS 300 and 400 at earliest availability of class offering.

Preferred Qualifications
  • CFM and APWA certifications.

Driver's License Requirements
  • Valid South Carolina Class D Driver's License.

  • The maintenance and construction of the City’s infrastructure to include sidewalks, streets, storm and wastewater systems, ROW plots and tree programs.
  • Applicable City policies, laws and regulations affecting department activities.
  • Project management best practices.
  • Principles and practices of modern public administration.
  • Principles and practices of human resources, leadership, and management.
  • Principles and practices of municipal budget preparation and administration as well as procurement.
  • Occupational hazards and standard safety precautions.
  • Various pieces of heavy equipment and the utilization and maintenance procedures for each.
  • Emergency operations and how they are coordinated with other entities (local, state, federal).

  • Use logic and reasoning to understand, analyze, and evaluate complex situations, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of established goals.
  • Work well under pressure, meeting multiple and sometimes conflicting deadlines.
  • Provide supervision, leadership, training, and work direction for assigned staff.
  • Represent the City in legal litigation proceedings.
  • Obtain required FEMA certifications for emergency preparedness.
  • Communicate effectively, orally and in writing.
  • Write policies, operating procedures, contracts, formal presentations, project scope and specification documents, and compose emails in a clear and professional manner.
  • Make mathematical calculations and draw logical conclusions.
  • Drive City vehicles between facilities and job sites.
  • Operate general office equipment to include scanner, printer, copier, telephone as well as two-way radios, and computer with Microsoft Office Suite.
  • Utilize specialized software and systems to include work management tracking system and mapping system.

Primary Work Location:
