JOB SUMMARY: 

Salary Range: $110,000 - $154,000

The Deputy Director for Water Resources is responsible for both ongoing water resource programs and implementation of the Integrated Water Resources Plan, protection of Greeley Water Rights and leading strategic water resources initiatives. Ongoing source water management and operations, water resource administration and state reporting, conservation programs, non-potable raw water system operations, dich company relations, regional water resource stake holding, Colorado River monitoring, and watershed health are all under the direction of the Water Resources Deputy Director.

EXPERIENCE, KNOWLEDGE, and SKILLS: (include Education, Certifications, Licenses & Equipment Skills)

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in civil engineering, environmental engineering, water resources, agricultural economics or related field from an accredited college or university
  • Six (6) years of experience in water resources administration, planning and development including experience in complex negotiations, conflict management & resolution strategies, and experience with Colorado Water Law. 

OR

  • Possession of any equivalent combination of education, training, or experience

AND

  • Valid Colorado driver license and good driving record
PREFERRED:
  • Three (3) or more years of experience in water resource planning and management experience for a municipal water system
  • One (1) or more years of experience with water rights in the Poudre and Big Thompson River basins
  • Two (2) or more years of experience in the acquisition, purchase and sale of water rights in Colorado

TRAVEL:

  • Approximately 15% travel is required, almost all of which is in NorCO within the Greeley water system
ESSENTIAL FUNCTIONS: (Duties & Responsibilities)
  • Develops, implements, and monitors budget, goals, and objectives, which includes decisions and commitments that involve large expenditures of funds and have significant impact not only on the City organization but also on the community as a whole;
  • Prioritizes, guides, coordinates, performs and reviews technical research
  • Leads, coaches and develops a team of engaged and high performing supervisors and managers 
  • Develops a healthy and committed organizational culture of leadership
  • Develops, collaborates, and defines work programs that lead to operational excellence, including the implementation of performance metrics and measurements of program success.
  • Directs and provides management support for all assigned divisions
  • Supports the development of SMART goals for all water resource team members and monitor the teams use of goals through the performance review process. 
  • Applies principles, techniques, theories, and methods of public administration by using broad statements of program objectives, government regulations, and City operating practices and policies
  • Develops new programs and concepts thorough extensive analysis and interpretations of previously unevaluated facts
  • Maintains frequent contact with City administrative staff, officials, organization representatives, other governmental agencies, and non-City personnel to give and obtain information and gain concurrence and cooperation
  • Works effectively with other professionals, contractors, property owners, and the general public
  • Resolves concerns, issues, or disputes among water operations teams.
  • Plans, schedules, assigns, and supervises the work of subordinates.
  • Evaluates performance and provides leadership and training opportunities in a manner conducive to full performance and high morale.
  • Prepares and monitors program operational budget and review capital improvement project budgets.
  • Interacts with City employees and the public in a timely, accurate and effective manner.
  • Works collaboratively with the Water & Sewer Senior Management Team to develop and guide organizational culture, and to update strategic planning to meet the regulation and the organization’s needs.
  • Performs other duties, as assigned.

WORK ENVIRONMENT and PHYSICAL REQUIREMENTS:

Work Environment

  • Employee is subject to working alone, with groups, facilitating conflict resolution and/or attending meetings
  • May be required to conduct business in alternate locations within City buildings or field sites, sometimes in formal settings
  • May be required to work extended hours in the evening, holidays, or weekends in response to emergencies or in support of project deadlines. 
  • Frequent interruptions and be required to manage competing priorities with inflexible deadlines
  • Frequent participation in meetings
  • Frequent contact occurs with employees and the public, in person and on the telephone
  • Frequently is required to sit and talk or hear customers

Physical Requirements:

  • Vision enough to read maps, layouts, water documents and other visual aids; and to interpret computer screens and complete work assignments; specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus
  • Manual dexterity to operate a personal computer and related equipment
  • Mobility enough to access water resource measurements in rough terrain such as farm/fields/ditch banks
  • Hearing and speech enough to communicate with other agencies, water users, developers, City administrative staff, contractors, property owners, Division staff, and the general public
  • Mobility to inspect work sites for compliance with plans and specifications
