Job Summary:

The Clinical Manager (CM) is responsible for providing clinical supervision for two housing first teams and an outreach team. This position will work closely with the case managers of those teams as well as the direct supervisors of those service teams. housing primarily in the City of Greeley. 

Experience, Knowledge, Skills:

Minimum Requirements

  • Master’s Level education in the field of social work, criminal justice, or counseling. 
  • Psychologist, PsyD / Ph. D., Licensed clinical social worker (LSCW), Licensed marriage and family therapist (LMFT), or Licensed professional counselor (LPC)
  • Two (2) years of experience working with and servicing people with very complex needs, including but not limited to chronic homelessness, serve trauma, substance use disorders, mental illness.

AND

  • Possession of a valid driver’s license.

Preferred

  • Three (3) years of experience working with and providing clinical supervision for staff who are working with people with very complex needs, including but not limited to chronic homelessness, serve trauma, substance use disorders, mental illness.
  • Bilingual in Spanish and English.
  • Six (6) months of experience working within a municipality.

Knowledge, Skills, and Abilities

  • Knowledge of the business and organizational structure of Colorado municipalities.
  • Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal. 
  • Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.) and learn and experiment with new software and systems.
  • Interpersonal skills, including the ability to facilitate interaction, communication, and teamwork between others.
  • Oral, written, and listening communication skills, including the ability to accurately interpret what others are saying and convey messages, information, concepts, and details accurately and clearly.
  • Organizational skills, including the ability to set and meet goals and deadlines, manage appointments, create schedules, coordinate, and facilitate meetings, and make decisions. 
  • Ability to work under pressure, manage multiple concurrent and competing tasks and responsibilities, and adapt to changing priorities while maintaining personal effectiveness.
  • Ability to prioritize work, meet deadlines, and stay on task when completing special projects and daily assignments.
  • Ability to work independently with minimal supervision and reliable professional judgment, as well as collaboratively with a team to achieve desired results.
  • Ability to maintain a strong work ethic, positive problem-solving attitude, and enthusiasm for the work performed.
  • Ability to self-start and take initiative in completing daily tasks and special projects.
  • Ability to focus on activities that have the greatest impact on meeting work commitments.

  • Ability to navigate a complex political environment.
  • Knowledge and champion of housing first, trauma-informed, motivational interviewing and harm reduction practices.
  • Proven ability to navigate Northern Colorado’s health care system and experience in advocating for access to services, including collaboration with other agencies.
  • Understand that social justice is an essential element when working with people who are experiencing chronic homelessness.
  • Demonstrated ability in providing effective clinical services within a context of harm-reduction practices and voluntary services, and in-depth knowledge of harm reduction practices. 
  • Demonstrated ability in providing clinical supervision for case managers working with homeless individuals and families.
  • Knowledge of how to engage residents, crisis intervention, conflict resolution, and meeting facilitation.

Travel:

  • Approximately 10% travel is required.
  • Performs other duties, as assigned.

Essential Functions:

  • Ensures and upholds the values are of the Housing First model, and transmits this to inform the culture of the dept, and all staff within the dept.
  • Provides education and training to other city depts on housing first, trauma informed care and engagement practices for people with complex needs and histories of chronic homelessness. 
  • Ensures Medicaid compliance and requirements are met.
  • Will conduct some group therapy and 1:1 supportive in the office and in the home. 
  • Will provide clinical supervision to all case managers and peer support both in the office and the community.
  • Collaborates with clients and their case managers on client driven service plans.
  • Will provide ongoing training to all case managers on evidence-based practices, including trauma informed care, motivational interviewing and harm reduction.
  • Participates in programs, agency, and external meetings and trainings.
  • Responds to crisis and emergency calls.
  • Acts with the utmost professionalism, responding promptly and respectfully to all inquiries, suggestions, requests, and complaints in accordance with agency policy.
  • Maintains appropriate boundaries with participants, observing all confidentiality and HIPAA protocols.
  • Maintains excellent written records and required statistical forms, as well as administrative paperwork such as time sheets, mileage sheets, expense reports, and disbursement requests.
  • Reports to the Homeless Solutions Director.

Work Environment and Physical Requirements:

Work Environment: Work is primarily performed in an office environment. The City of Greeley has established a formal telework policy that allows eligible positions, in coordination with their departments’ management team, an opportunity to incorporate a component of remote work into their working schedule. THIS IS NOT ELIGIBLE for Telework. 

Physical Requirements:

  • The employee must occasionally lift and/or move up to 10 pounds.
  • Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and ability to adjust focus.
  • Vision enough to read computer keyboards, reference books and other written documents.
  • Communication skills sufficient to convey information to the public via telephone and in person. 
  • Manual dexterity sufficient to accurately input, retrieve and verify work assignments.
