City of Grand Rapids is Hiring an Assistant Project Manager - Water Near Grand Rapids, MI

GENERAL SUMMARY 
The purpose of this job is to manage multiple projects within Water including quality assurance, timely completion, efficient integration, project budgets, and administration of the various stages of projects including the design and construction processes. Responsible for project delivery from beginning to end regarding scope, schedule, and budget. Works closely with other City Departments and contractors for project implementation as well as short-term and long-term project planning. Project types may vary from lead service line replacement projects to technology-based system upgrade projects.
Essential Duties & Responsibilities 
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
  • Supervises and assigns the work of personnel assigned to each project, coordinates work with other divisions/departments
  • Facilitates meetings as necessary to communicate the project requirements of both design and construction engineering services provided by the department; provides assistance with the development of project agreements and proposals as needed
  • Establishes a quality plan for each project and develops a project budget; develops a process to monitor and evaluate the financial metrics for projects; assists with implementation of the evaluation tool during the course of project work to ensure requirements will be met upon project completion
  • Coordinates and manages the project bidding and negotiation process
  • Monitors project schedules and budgets; makes recommendations for corrective steps to address issues; assists with resolving problems which may adversely affect either a project schedule or budget goal as they arise
  • Leads the coordination of research and the collection of all data pertinent to projects.
  • Provides and coordinates the development of schematics, design development, final design, and construction documents for projects
  • Completes and maintains all project documentation for records
  • Actively communicates with all impacted partners through written, verbal, and electronic methods; Regularly meets with impacted partners in the community and within the organization
  • Responds to citizen and commissioner requests and complaints; attends Public Information Meetings

Additional Information
  • This position is within the Water System and is split between the Utility Business Office and the Utility Field Operations group. The person in this position will work on various tasks/projects including but not limited to: Department Strategic Planning, AMI- RFP Drafting/Procurement, Billing Redesign, Annual Consumer Confidence Report, Lead Service Replacement Management, City Works/Cayenta Integration and Evaluation/Assessment of underground point repair technology and water equipment.
Required Education and Experience
  • Bachelor’s degree in civil engineering, construction management, or a related field
--AND--
  • At least three (3) to five (5) years of civil engineering design, project management, construction management/inspection experience
--OR--
  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities
Preferred Education
  • Bachelor’s degree in public administration
Preferred Licenses or Certifications
  • Certification or credential in Project Management
  • Possession of a valid State of Michigan driver's license.

Knowledge of:

  • Applicable standards, specifications and construction processes
  • Principles and practices of project management
  • Principles and practices of basic bookkeeping
  • Modern office procedures, methods and computer equipment
Skill in:
  • Organization and time management 
  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships 
  • Performing a variety of duties, often changing from one task to another of a different nature
  • Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios
  • Assigning, prioritizing, monitoring, and reviewing work assignments
Ability to:
  • Establish and implement department policies, initiatives and financial processes related to project budgeting and project work flow development
  • Analyze difficult and complex issues and make recommendations for proper resolution
  • Meet schedules and deadlines of the work
  • Understand and carry out oral and written directions
  • Accurately organize and maintain paper documents and electronic files
  • Maintain the confidentiality of information and professional boundaries
