The Position

Under the direction of the designated supervisor, performs more complex administrative, professional and technical permit work, such as interpreting and disseminating State Agency Regulations, and updating the information on the City’s website. May run and/or create reports and verify information for accuracy.
Essential functions of the job include, but are not limited to, the following:
Ensures Departmental services are provided with exceptional customer service and the highest level of ethical standards.
Interacts with the public or internal customers in person, via email, or over the telephone and directs them to the appropriate person or department. Responds to inquiries, provides routine information, and/or takes messages. Contacts individuals in person, via email, or by telephone to obtain information, documents, or resolves discrepancies. Assists the public or other employees in understanding and filling out application forms.
Interprets or explains Departmental policies, procedures, regulations, and codes to the public, and directs citizens to proper departments or persons.
Inputs data and prepares reports, charts, graphs, and tables using a
personal computer with standard or specialized software.
Handles requests for public records, subpoenas and, building information or materials.
Maintains inventory of office supplies, orders materials or supplies, and follows up on delivery of ordered materials.
Collects fees for permits that are issued.
Receives monies, prepares receipts or invoices, and reconciles and balances accounts or statements. May assist in budget preparation. May assist in the preparation or review of daily Treasurer Receipt form.
May drive on City business depending on the needs of the position.
Assumes responsibility for ensuring the duties of this position are performed in a safe and efficient manner.
Performs other related duties as assigned or as the situation requires.
When assigned to Inspection Office:
Assists applicants with online inspection related issues.
Receives, processes and schedules permit inspection requests.
Coordinates complaint related inspections.
Maintains an electronic file of expired permit letters, code violation letters and daily requested inspection lists.
Develops and tracks daily building & trade inspections while maintaining clear communication through multi-way radio with field staff.
Works with Code Compliance to follow-up on complaints and develops case specifications for City Attorney review and prosecution.
Ensures revisions are correctly filed with each respective permit.
Receives new permits daily.
Responds to inquiries.
When assigned to Permit Services Center:
Performs customer service duties related to the Permit Services Center.
Responds to inquiries, provides routine information, and/or records messages.
Assists the public or City employees in understanding permit and plan review procedures, application forms, and Department policies, and disseminates public information at the public counter, by telephone, or by email.
Ensures permit data corresponds with regulations of State or other local Agencies.
Directs customers to the appropriate City personnel contingent upon the nature of each inquiry.
Reviews and responds to Public Records Requests.
Accepts and assists in the preparation of online applications.
Locates and explains data on file in response to inquiries.
Coordinates with City departments for issuance of permits.
Explains basic procedures and regulations.
Notifies applicants regarding plan corrections and issues permits.
May prepare correspondences, memos, reports, forms, lists or other written material by using a personal computer.
May process and/or route incoming and outgoing mail.
Receives, researches and processes refunds.
Responsible for managing plans, scanning, indexing and digitizing of property records while physically archiving specific property records.
Uses permitting software to enter, modify, or retrieve data.
Orders and maintains office supplies.
Maintains automated filing systems by preparing new file folders and sorting, filing, shelving, or storing materials.
Confirms addresses of projects.
Promotes City programs and services.
When assigned to Cashier Duties:
Maintains cash accounting procedures using appropriate practices.
Performs general clerical procedures.
Accepts payments and prepares and issues receipts.
Calculates and collects permit fees.
Balances daily cash.
Assists in the preparation or review of daily Treasurer Receipt form.
Answers calls on main phone line.
When assigned to Records Management/Coordination:
Serves as super user to troubleshoot and create solutions for Land Management System.
Develops and maintains a strategic records management plan for the Building & Safety Division including records retention and disposition schedules; supervises the accurate and efficient retrieval and destruction of records.
Organizes, locates, and maintains official reports, plans, documents, and contracts for the Department; maintains the Department's electronic database of records.
Develops and standardizes procedures and methods to improve and continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships.
Identifies opportunities for improvement and provides recommendations to management staff.
Reviews, interprets, communicates, and monitors ordinances, regulations, policies, procedures, codes, and standards related to records management functions.
Develops, implements, and maintains policies and procedures for the recording, indexing, filing, and retrieving of active documents and the storage of inactive documents.
Monitors the operational activities of the public permit processing counter, ensuring consistent interpretation and application of code requirements, policies and procedures and a high level of customer service.

Minimum Requirements

Knowledge, Skills & Abilities
Knowledge of:
Administrative portions of building, electrical, plumbing, mechanical and other related codes.
Basic mathematical operations such as addition, subtraction, multiplication, and division.
Cash handling procedures and basic accounting practices.
City, State and special agency laws, ordinances, and regulations regarding permit issuance and fees.
English grammar usage, spelling punctuation, and business vocabulary.
Principles and practices of permit application review.
Standard office procedures.
Typical plan submittal process.
Owner/Builder Regulations.
Homeowner’s permit requirements.
AQMD rules pertaining to permit issuance.
Business and Professions Code.
Skill in:
Making independent judgments and decisions based on standard policy or procedure.
Use of a computer and related software applications.
Ability to:
Provide exceptional customer service to those using the Community Development Department services.
Invoice, collect and balance daily receipts.
Deal tactfully and courteously with the public.
Develop necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period.
Establish and maintain effective working relationships and resolve interpersonal conflicts.
Exercise good judgment and discretion in problem situations.
Express ideas clearly and concisely both orally and in writing.
Format information such as lists, tables, documents, correspondence, etc.

Experience
One year of recent public counter experience working in Building & Safety or Permit Services Center.
ICC Permit Technician certification may substitute for one year of public counter experience.
Education/Training
Graduation from high school or attainment of GED or CHSPE certificate.
License(s)/Certification(s)
Valid California Class C driver's license.
ICC Permit Technician certification is desirable.
Background Check
Required only when cashier duties are exclusively performed.
Promotional Eligibility

Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

Selection Process

EVALUATION OF APPLICATION: All applications, resumes and submitted reference materials will be reviewed and evaluated and only the best-qualified candidates based on applicable experience will be invited to the selection process.
ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and general background for the position.
Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.
