JOB SUMMARY Under general administrative direction, performs responsible and complex management and administrative duties and undertakes a variety of special projects for the City Administrator. Performs difficult administrative work assisting the City Administrator in a variety of assignments relating to the planning, direction, control and evaluation of the operations and programs of the City government, and related work as apparent or assigned. Work is performed under the general direction of the City Administrator.
EXAMPLE OF DUTIES
ESENTIAL DUTIES AND RESPONSIBILITIESCoordinates and oversees the City’s land use processes; may review permits and plans for compliance with City Zoning Ordinances; and assists with managing the permitting process working with City contracted building inspections services.Manages functions of the Planning and Architectural Review Board, including preparing reports and memorandums on zoning modifications, planned developments and other planning and zoning items.Carries out City Council and Planning Commission decisions as directed by the City Administrator and participates in discussions as necessary and appropriate. Gathers information, conducts research, prepares reports. Manages the City floodplain and floodway processes, including calculations on permitted improvements and grant management. Researches and manages grant applications and ensures compliance with all grant requirements.Provides customer service including utility billing, bank deposits and receipts, and other basic communications with the public.Provides administrative assistance to the City Administrator and City departments as requested.Responsible for support through a combination of project management, writing and editing, planning, and coordinating, research and relationship support functions. Projects involve concepts theories and other related functions requiring high level of analytical ability, technical skills, independent judgement, and strategic thinking. Provide administrative and technical support; conduct research and analysis and make recommendations in implementing new systems and projects within the municipality.Compile and prepare periodic reports on finance, building, public works, police, service request and other.Develop special management reports and coordinate events and special projects at the direction of the City Administrator.Coordinate with other municipal departmental staff regarding the implementation and delivery of the City Administrator’s goals and priorities; and attend various meetings as directed to represent the City.QUALIFICATIONSTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Qualified candidates should possess a Bachelor’s degree Political Science, Public Administration or related field, with three years’ experience in municipal government; or any equivalent combination of education and experience. Ability to establish good working relationships with all levels of staff and citizenry, and provide facilitation skills in sensitive, emotional, or hostile situations. Ability to effectively communicate and promote both verbally and in writing. Well-developed communication skills to gain the trust and cooperation of others when it may be difficult to achieve, and ability to communicate technical concepts and abstract ideas. Ability to gather, analyze, interpret, and present data in clear and concise reports and make recommendations. Ability to research and write federal and state grants. Knowledge of methods of research, program analysis and report preparation. Mathematical Skills Ability to calculate percentages, fractions, decimals, volumes, ratios, present values, and spatial relationships. Ability to interpret basis descriptive statistical reports. Reasoning Ability Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory and/or judgmental criteria. Ability to work well under pressure and handle stressful situations, to organize work and set priorities, managing time and resources to meet deadlines and changing demands within the entire operation of administrative services, perform duties with a minimum of supervision. Other Qualifications Thorough working knowledge of Microsoft Office software and their applications. Ability to effectively meet and deal with the public. Ability to effectively work with a team of employees and the ability to lead a team of employees. Ability to communicate effectively with elected and appointed officials and ensure their questions or concerns are appropriately communicated to the appropriate person or organization. Ability to maintain confidentiality or sensitive information. Have, or have the ability to obtain, a valid Wisconsin Driver’s License. Knowledge of municipal organizations and their services and operations. Knowledge of the principles and practices of public personnel administration including recruitment and selection, test development, classification and compensation, benefits administration, civil service systems, pertinent local, state and federal laws, employment development and workplace safety. Ability to organize and prioritize a large number of projects at one time. Ability to work independently and in a team environment. Knowledge of organizational development and customer service principles, including continuous quality improvement. Ability to coordinate eyes, hands, feet and limbs in performing slightly skilled movements such as typing and to operate various pieces of office equipment. Ability to recognize and identify degrees of similarities and differences between characteristics of colors, shapes and textures associated with job-related objects, materials and tasks. The employee must exert light physical effort in sedentary to light work, occasionally involving lifting, carrying, pushing, pulling, crouching, crawling, kneeling, stooping and or moving up to 40 pounds.
