Summary
Responsible for planning, organizing, and directing financial operations and controls: rate setting analysis, budget preparation, cost/benefit analysis, forecasting, accounting financial reporting, contract and procurement administration and other functions for the Project Management Office. 75% of the role is focused on contract administration/finance and 25% is focused on procurement.

Essential Duties and Responsibilities

• Plan, develop, monitor and analyze the Project Management Office (PMO) Annual Operating Budgets and Capitals Improvement Program (CIP).
• Reconcile audit to budget report methodology. Formulate trend projections; identify variances and other budget issues and concerns to make recommendations to management.
• Formulate short- and long-term financial strategies and disseminate budget guidelines and targets to operational management that fit within overall plan.
• Organize and direct financial responsibilities including AP, AR, payroll, and procurement activities.
• Continuously review and analyze costs of providing services. Research and recommend funding strategies. Develop, analyze and report on performance metrics and trending indicators.
• Ensure the procurement processes for PMO is flowing, including bid packages, design services, evaluation process, etc.

Minimum Qualifications

• Bachelor’s Degree in Accounting, Finance or related field of study
• 5 years of progressively responsible experience in accounting and/ or financial management
• Contract administration experience is a plus
• Municipal budget or accounting experience preferred
• Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Pay: $30.00 - $50.00 per hour
