JOB SUMMARY

The Parking Enforcement Monitor is a highly visible position in the Parking Department for The City of Frederick. This individual performs routine parking enforcement work in a designated area of the City in accordance with state laws, City ordinances and codes, and departmental rules and regulations.

The Parking Enforcement Monitor works in the busy, downtown area of the City where parking is limited, monitoring parking areas on foot, and issuing parking citations to members of the public, tracking broken parking meters and missing traffic signals and signs, and reporting these findings to the appropriate individual.

  • Patrol assigned area of the City on foot to ensure public compliance with existing parking regulations.
  • Identify vehicles in violation of public parking regulations and issue citations as required utilizing computerized hand-held ticket computer and printer.
  • Report missing, defaced or deteriorated signs and meter malfunctions.
  • Report unusual parking violations.
  • Provide information to the public regarding parking regulations and facilities, and the location of streets, buildings and points of interest.
  • Present information and documentation as needed for court hearings.
  • Wear and maintain designated (City-provided) uniform.
  • Work cooperatively with City staff and the public to promote and uphold applicable laws, codes and ordinances through efficient, equitable and fair parking enforcement activities.
  • The incumbent is required on a regular basis to operate a vehicle observing legal and defensive driving practices.
  • Perform other duties as assigned.

EDUCATION and / or EXPERIENCE

High school diploma or general education degree (GED) and at least three (3) months related experience and / or training;

or equivalent combination of education and experience.

LANGUAGE SKILLS

  • Ability to communicate and understand the English language.
  • Ability to read, comprehend and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Good verbal communication skills-ability to communicate effectively with individuals and groups
  • Bilingual Spanish speaking preferred

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to weigh more than one variable, and think 'on one's feet' to make decisions, solve problems, and effectively handle conflict.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Driver's License in good standing.

The employee frequently is required to attach citations to vehicles and to position self to diagnose problems, detect malfunctions, collect information;

and exchange information. The employee is occasionally required to sit and traverse and / or balance. The employee must regularly move up to 25 pounds.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

While performing the duties of this job, the employee is regularly exposed to wet and / or humid conditions, outside weather conditions, extreme cold, and extreme heat.
