Under the general direction of the designated supervisor, this position is responsible for directing and inspecting the work of personnel involved in the installation, maintenance, and repair and servicing of the City sewer collection system.

Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include planning, assigning, and directing work, addressing complaints and resolving problems.

Responsibilities and Reporting During an Emergency Situation:

Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.

Non Essential Employees will not be required to work during a declared emergency. The employee’s Department Head will determine when the employee will be required to work.

  • Responsible for inspecting and scheduling maintenance and construction projects.
  • Supervise, train and evaluate the performance of all staff.
  • Establishes and provides safety instruction and training.
  • Oversee sewer line rehabilitation projects.
  • Oversees work zone safety.
  • Responsible for maintenance of support vehicles and related equipment including the VacCon truck and Video Inspection truck.
  • Record keeping, including but not limited to employee’s payroll, work progress and disposition of materials.
  • This position requires regular and reliable attendance and the employee’s physical presence at the workplace.
  • Performs other duties as assigned.
  • Operate and maintain City assigned vehicle
  • May be required to perform duties after hours, may be required to participate in on-call duty
  • Basic knowledge in the use of word processing, spreadsheet, and database software.
  • Skill in time management and organization
  • Ability to establish and maintain effective working relationships.
  • Ability to performing under frequent deadlines and/or in response to emergencies.
  • Ability to speak clearly and persuasively in positive or negative situations.
  • Ability to exercise judgment and make decisions in accordance with established laws, regulations, ordinances, departmental policies and procedures.
  • Ability to operate necessary equipment, including but not limited to telemetry, boom truck, crane truck, forklift, flatbed truck, 6” bypass pumps, emergency generators, smart phone, laptop, personal computer, calculator, copier, and facsimile machine.
  • High School diploma or GED
  • Three years’ experience in related field with a minimum of one year of progressively responsible supervisory experience and/or training that provides the required knowledge, skills, and abilities.

PREFERRED QUALIFICATIONS 

  • A valid Class “A” Florida Commercial Driver’s License with tanker endorsement and an acceptable driving record.
  • Department of Transportation (D.O.T.) Mandatory Drug/Alcohol Testing required.

This work typically requires the following physical activities to be performed.

  • Balancing – maintain equilibrium to prevent falling while walking, standing, or crouching. 
  • Climbing – ascending, descending ladders, stairs, ramps, requires body agility. 
  • Crawling – moving about on hands, knees, or hands, feet.
  • Crouching – bending body forward by bending leg, spine. 
  • Feeling – perceiving attributes of objects by touch with skin, fingertips. 
  • Fingering – picking, pinching, typing, working with fingers rather than hand.
  • Grasping – applying pressure to object with fingers, palm. 
  • Pushing – use upper extremities to press against objects with force, or thrust forward, downward, outward. 
  • Reaching – extending hands or arms in any direction.
  • Repetitive Motion – substantial movements of wrists, hands, fingers. 
  • Speaking – expressing ideas with spoken word, convey detailed, important instructions accurately, concisely. 
  • Standing – for sustained periods of time. 
  • Stooping – bending body downward, forward at waist, with full motion of lower extremities and back.

  • Handling – picking, holding, or working with whole hand.
  • Hearing 1 – perceiving sounds at normal speaking levels, receive information.

  • Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.
  • Visual Acuity 2 - color, depth perception, field of vision.
  • Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.
  • Visual Acuity 4 - operate motor vehicles/heavy equipment.
  • Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning. 
  • Pulling - use upper extremities to exert force, haul or tug. 
  • Visual Acuity 5 -close acuity for inspection of small defects, machines, use measurement devices, or fabricate parts. 
  • Walking - on foot to accomplish tasks, long distances, or site to site. 

Work performed is primarily: 

  • Heavy work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects

WORK ENVIRONMENT

  • May be required to work hours other than the regular schedule including nights, weekends, and holidays.
  • Contact with internal and external customers, vendors, outside agencies and the general public.
  • Occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; extreme cold; extreme heat; and vibration. Risk of electrical shock.
