City of Flagstaff is Hiring a Project Manager Senior - Stormwater Near Flagstaff, AZ

Actively supports and upholds the City’s stated mission and values. Duties range from routine to the most complex of project management responsibilities requiring incumbents to take initiative, make judgment calls, and make decisions for the projects/processes for which they are assigned.
 
This position reports to the Water Services Stormwater Manager. Employees of this class are expected to exercise skills and knowledge in the technical support associated with the management of projects, contracts, teams and services for city funded public improvements. In addition, employees are expected to exercise considerable judgment, initiative, and professional skills in project administration, knowledge of resource management, and coordination of projects and program delivery.
 
ADMINISTRATIVE DUTIES
  • Supervisory: This job does not have formal supervisory responsibilities.
  • Budgetary: This job has partial responsibility for budgeting at the Program level (assists with formulating and monitoring) for the following types of funds and amounts: Stormwater Capital Improvement Program, Stormwater Maintenance, Drainage Spot Improvements, Impervious Surface rate determinations, uniform and safety account, hydrological instrumentation and monitoring projects, and individual grant accounts.
  • Strategic Planning: This job has partial responsibility for strategic planning at the Program level (develops, implements, interprets, and manages long and short-term goals).
  • Policies/Procedures: This job has partial responsibility for policies and procedures at the Program level (assists with developing, implementing, and interpreting).
  • Compliance: This job has partial responsibility at the Section level (follows, assists in ensuring compliance with, and may enforce) Federal, State, and Local laws, rules, and regulations as well as City policies and procedures. This job carries out day-to-day activities in accordance with Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.
  • Council Communications: This job has partial responsibility for Council communication at the Program level (assists with making recommendations and presentations, writing staff summaries, ensuring Performance Measures are met, and balancing needs with Council’s adopted priorities and direction).
  • Reporting: This job has partial responsibility for reporting to Federal/State/Local agencies at the Program level (gathers information, completes reports, and assists in addressing discrepancies in reporting). 
  • Other duties as assigned.

    EXAMPLES OF THE WORK PERFORMED FOR EACH SPECIFIC SENIOR PROJECT MANAGER POSITION (ILLUSTRATIVE ONLY)
     
    Floodplain Management & Regulatory Program
  • Ensures compliance with the National Flood Insurance Program (NFIP) and Community Rating System (CRS).
  • Acts as the Floodplain Administer per the Floodplain Management Ordinance.
  • Processes and approves Flood Insurance Rate map revisions.
  • Develops and implements the City's Flood Hazard Mitigation Program.
  • Administers the Stormwater Quality Program to ensure compliance with the City's National Pollutant Discharge Elimination System (NPDES) Phase II general permit. 
  • Participates in Emergency Management and response programs and activities, as needed. 
  • Building floodproofing certificates and review. 
  • Maintains the FEMA community-rating system (CRS), Arizona DWR Community Assistance Visits 
  • Responsible for FEMA NFIP compliance activities which include FEMA mapping revisions and variances including: LOMA, LOMR, CLOMR, Elevation Certificates, No-Rise analyses, FEMA floodplain variances. Responsible for FEMA Flood Zone Determinations. 
  • Reviews stormwater maintenance needs, work orders, and annual progress reports. Provides feedback to Water Services Operations and contracts work as needed.
Design Review Program
  • Project management and contract administration for capital improvement, remedial drainage and federal flood control projects.
  • Administers Stormwater Management Design Manual, Low Impact Development, Rainwater Harvesting Ordinance and Stormwater management policies and drainage design criteria.
  • Responsible for design review of stormwater systems in plats, construction plans, and design reports submitted by developer’s engineers for conformance to City standards and specifications, generally accepted engineering principles as well as policies prescribed by the Water Services Director. 
  • Oversees inspection program including grading and drainage inspections, review of drainage reports, engineered grading and drainage plans, erosion and sediment control plans, public improvement plans, and project specification for conformance with federal, state and City regulations, standards, policies and design criteria, and other generally accepted engineering principles and practice.
Watershed Management Program
  • Coordinates watershed restoration and preservation program.
  • Stormwater open water conveyance construction and restoration project management and delivery
  • Develops and designs the City's regional watershed models
  • Administers, operates and maintains City’s Flood Alert stream/rain gauge network.
  • Oversees federal and state grant applications and programs.
  • Reviews stormwater maintenance needs, work orders, and annual progress reports. Provides feedback to Water Services Operations and contracts work as needed.
  • Responsible for Stormwater outreach and education at all levels of the community.
  • Supports the City’s MS4 Permit and FEMA CRS program through project management.
MINIMUM REQUIREMENTS
  • Bachelor’s degree in Civil Engineering or related field 
  • Six (6) years of experience as a Project Manager. 
  • Depending on area of assignment, must possess or ability to obtain through reciprocity and maintain: 
    1. Floodplain Management & Regulatory Program Manager must be a Certified Floodplain Manager
    2. Design Review Manager is required to have a Professional Engineer in the State of Arizona.
    3. Watershed Management Manager is required to be a Certified Floodplain Manager or be able to obtain a CFM within 12 months of employment.
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements. 
 
DESIRED EXPERIENCE AND TRAINING
  • Experience and/or training in project management and/or project review entailing public work improvements.
  • Experience and/or training with applicable software applications.
  • Certified Floodplain Manager (CFM) and/or PE or RG 
  • Modeling experience desirable, such as HAZUS, HEC-RAS, FLO-2D 
 
OTHER REQUIREMENTS
  • Must possess, or obtain upon employment, a valid Arizona driver’s license.
  • Regular attendance is an essential function of this job to ensure continuity.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)
  • Ability to interpret construction designs, specifications, and detect potential conflicts and non-conformance to standards, codes, and specifications.
  • Ability to creatively solve problems of a complex nature.
  • A high level of competency with 1-d and 2-d hydraulic and hydrologic stormwater models
  • Working knowledge of current literature and research in the field of stormwater engineering.
  • Skills and abilities in making engineering computations and estimates in reviewing plans and design reports, conducting engineering field inspections, and performing project management.
  • Ability to evaluate technical engineering information and statistics and to arrive at valid decisions on the basis of such data.
  • Ability to communicate and coordinate hydrology and engineering matters with other departments, divisions, and individuals involved in the review and project management process.
  • Ability to manage effectively, the resources available for successful completion of projects including the ability to prepare and monitor project budgets and schedules.
  • Ability to formulate value-engineering proposals during design and evaluate value-engineering proposals during construction to achieve potential project cost savings.
  • Ability to read technical documents and plans and to detect potential construction problems and non-conformance to standards, regulations, codes, and specifications.
  • Ability to coordinate, monitor, and review professional and technical staff services and establish and maintain effective, productive relationships in a team environment.
  • Ability to establish and maintain effective working relationships with other employees, outside agencies, developers, consultants, contractors, and the general public.
  • Ability to evaluate technical information and statistics and to arrive at valid decisions based on such data.
  • Skills and abilities in: computations, estimating, and reviewing plans and specifications.
  • Working knowledge of laws and regulations applicable to the design of public works projects in the state of Arizona.
  • Working knowledge of commonly accepted reference documents and methodologies.
  • Skills and abilities to analyze problem prepare alternative solutions and make recommendations in written technical reports.
  • Ability to conduct field reviews.
  • Demonstrated ability to utilize personal computers and software for word processing, spreadsheets, and scheduling, etc.
  • Ability to provide work direction to lower level staff.
 
 
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
  • While performing the duties of this job, the employee is frequently required to stand, walk, sit, use hands to finger/handle/feel, reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl, talk or hear and taste and smell.
  • The employee must frequently lift and/or move up to 10 pounds.
  • Vision requirements for this position include close vision, distant vision (clear vision at 20 feet or more), color vision (ability to identify and distinguish colors), peripheral vision (ability to see up, down, left, and right while eyes fixed on a given point), depth perception (three-dimensional vision, ability to judge distances and spatial relationships) and the ability to adjust focus (ability to adjust the eye to bring an object into sharp focus). 
  • Working conditions include regularly working in outdoor weather conditions. 
  • The noise level in the work environment is usually moderate noise (examples: business office with computers and printers, light traffic).
