City of Fairborn is Hiring a Development Services Director Near Fairborn, OH

Under administrative direction of the City Manager, is responsible for the administrative, technical and overall management of activities in building inspection, city planning, code enforcement and neighborhood betterment functions of the Development Services Department. Work requires initiative and considerable independent judgment in supervising and being responsible for the formulation, implementation, modification and improvement of master and subsidiary plans for the City's industrial, commercial and residential development. Supervision is exercised over professional, technical, paraprofessional and clerical personnel within the Department and its divisions. Performs other work as requested.Supervises the administration of all adopted comprehensive land-use plans of the City and analyzes and prepares or directs the preparation of periodic updates of same.
 
Develops and recommends development plans, policies and strategies (i.e., special projects, new land-use legislation, capital improvement legislation, incentive programs, etc.)
 
Develops and maintains relationships with residential developers in area.
 
Gathers and analyzes information regarding grants from various funding agencies of the government for community development purposes, or other municipally related purposes; applies for and monitors all grant forms and revenues received.
 
Attends, presents, and participates in meetings as required: City Council, Planning Board, Zoning Board of Appeals, Mayor's Beautification Committee, Neighborhood Betterment Council, MVRPC, regional technical committees, and others that may be assigned.
 
Supervises new planning studies.
 
Prepares testimony and correspondence as directed designed to influence federal, state and county elected officials.
 
Coordinates all relevant City planning activities with applicable county and regional planning agencies and with other relevant City departments.
 
Negotiates with developers and contractors.
 Bachelor's degree in Urban Planning, Public Administration, Business Administration or closely related field; supplemented by five (5) years work experience in project management, finance, and/or government management; or equivalent combination of training and experience. Knowledge of City planning principles and practices.
 
Knowledge of HUD regulations.
 
Knowledge of Federal and State grantsmanship with proven performance.
 
Ability to perform technical research work to give reliable advice on planning projects.
 
Ability to establish and maintain effective relationships with supervisors, employees, private sector employers, the general public and other agencies.
 
Ability to read, analyze, and interpret the most complex documents; ability to respond effectively to the most sensitive inquiries or complaints.
 
Ability to make effective and persuasive presentations or other complex topics to top management, public groups, and/or boards of directors.
 
Ability to define problems, collect data, establish facts, and draw valid conclusions.
 
Ability to prepare public presentations clearly.
 
Ability to prepare oral and written reports.
 
Ability to work with and achieve measurable results with diverse community groups.
 
Skill in supervisory and administrative capabilities which has been demonstrated.
 
Strong customer service skills.
