City of Elgin is Hiring a Senior Engineer - Water Department Near Elgin, IL

Performs complex professional work involved with the review, design, construction, inspection and maintenance of a variety of utility facilities; does related work as required. Work is performed under the general supervision of the Water Director. May supervise subordinate technical and utilities personnel.
This is light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, reaching, standing, walking, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, noise, hazards, atmospheric conditions, oils, and wearing a self-contained breathing apparatus.Designing improvements for the City's water treatment, distribution and collection systems; providing technical and managerial support for the City’s mandated lead compliance activities; developing long-range objectives for utility system needs; serving as project manager for utilities department related capital projects; performing engineering tasks related to utility system; maintaining records and preparing reports.
Reviews and approves proposed project plans and changes in plans;
Coordinates the engineering activities for water system, distribution and collection facilities; Conducts site inspections of proposed projects;
Provides guidance and assistance to construction inspectors, operations, distribution, sewer and maintenance staff;
Prepares and maintains project documentation, records and files;
Serves as project design engineer and manager on construction projects, inspects projects for conformance to construction plans and specifications, processes monthly pay estimates; Designs, prepares specifications and estimates costs for proposed utility related projects; Reviews subdivision, site and construction plans and specifications;
Supervises construction inspection activities;
Assists with annexation and other special projects;
Provides contractors and general public with technical information relating to engineering projects;
Conducts field survey work;
Makes adjustments to solve construction and material difficulties;
Engages in engineering research and assists in preparation of contract papers and related materials, figures costs and total project bid costs;
Maintains engineering files and records;
Manages and updates water distribution system model;
Maintains Air Quality Permit for Generator compliance;
Utilities division website liaison;
Utilities asset management coordinator;
Utilities FOIA document coordinator;
May supervise Utility Department staff, in absence of Water Director;
Coordinates the engineering activities for well maintenance and rehabilitation;
Attend City Council meetings as needed;
Works on special projects as directed;
Prepares reports as directed;
Provides technical assistance to parties planning land improvement and construction activities;
Performs related tasks as required.Knowledge of water resource management techniques and operations;
Knowledge of the principles and general practices of civil/mechanical/electrical engineering as applied to water system construction and maintenance;
Knowledge of IEPA and USEPA regulations related to lead and other water quality parameters, ability to design and oversee the construction of water system projects;
Ability to prepare technical reports in connection with municipal projects;
Ability to establish and maintain effective working relationships with associates, subordinates, municipal officials and the general public.
Extensive and demonstrative knowledge of the use and application of MS Office Suite and electronic mail systems and ability to express ideas clearly and concisely, both orally and in writing.
EDUCATION AND EXPERIENCE: Graduation from an accredited college or university with a degree in civil engineering or related field and a minimum of 5-10 years experience in of professional engineering work is required.
SPECIAL REQUIREMENTS: Registered as a State of Illinois Professional Engineer.
