City of Des Plaines is Hiring a Civil Engineer I Near Des Plaines, IL

The City is hiring only one position - a Civil Engineer I or Civil Engineer II. All applicants are strongly encouraged to apply!

Expected Starting Rate: Between $76,175 - $91,000 (DOQ)

Performs complex engineering work in providing office and field support for environmental, transportation, flood control, water, sewer, street, and other municipal projects and programs; ensures technical competence and compliance with all current codes and criteria.

Works under the guidance and direction of the Assistant Director of Engineering. 
  • Reviews private project development and utility company permit plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans.
  • Determines applicable codes, regulations, and requirements for assigned projects.
  • Assists with the preparation of, or develops, engineering plans and specifications, coordinates required advertising for bids, reviews construction bids.
  • Assists in project management for the construction of the municipal public works projects. Conducts inspections of public improvement construction or repairs to ensure compliance with contract standards.
  • Assists in the preparation of sanitary sewer, water, storm drainage, and street system maps, data bases, and comprehensive plans.
  • Assists Civil Engineer II in layout, topography, calculation of grades and quantities, and inspection of miscellaneous projects and other capital improvements.
  • Assists with maintaining the engineering library and infrastructure records.
  • Assures as-built records of projects, and documents necessary changes for the operation and maintenance programs.
  • Responds to public or other inquiries relative to engineering procedures on specific projects and other information. 
  • Reviews utility permits, street use permits, franchise utility permits, small cell permits, etc.
  • Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding department activities and services.
  • Assists in the evaluation of transportation and traffic impacts of development proposals, permits, rezones, plats, etc. Prepares and performs traffic counts, utility inspections and other studies and reports.
  • Conducts site inspections and NPDES inspections; prepares estimates of cost; inspects work in progress to assure conformance with plans and specifications.
  • Coordinates sidewalk inspection, maintenance and enforcement programs.
  • Uses GIS as necessary in the completion of job tasks and assignments
  • Performs all other related duties and assignments as assigned.

Qualifications & Requirements

  • Graduation from an ABET accredited college or university with a bachelor’s degree in Civil Engineering or a directly related field of engineering supplemented by one year of Civil Engineering experience, or an equivalent combination of training and experience, provided the minimum degree requirement is met. 
  • State of Illinois certification as an Engineer Intern or ability to obtain one within one year of employment.
  • State of Illinois Class "D" Driver's License.
  • Working knowledge of the principles and practices of municipal civil engineering; working knowledge of the preparation of plans, designs, estimates, and specifications for civil engineering and construction work; working knowledge of surveying, staking, inspection and related construction inspection procedures, materials, equipment, and methods; working knowledge of State and local codes and ordinances relative to civil engineering and construction work; working knowledge of GIS.
  • Ability to conduct necessary engineering research and compile comprehensive reports, ability to accurately calculate cost estimates on complex projects; ability to establish and maintain effective working relationships with employees, consultants, other governmental agency representatives, City officials and the general public; ability to communicate effectively, orally and in writing.
  • Demonstrated proficiency in MS Office Programs demonstrated by superior work products (written correspondence, presentations, data collection, etc.)
  • Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials, and the general public.
  • Ability to plan, schedule, coordinate, monitor and implement multiple engineering programs and projects simultaneously
  • Ability to independently author professional business correspondences, as well as technical and other reports, with correct grammar, spelling and punctuation.
  • Strong organization and administrative skills with attention to detail, problem solving, and follow through.
  • Ability to balance multiple projects and activities simultaneously to develop systems of organization for self and other individuals in the Office.
  • Ability to learn new software programs and apply the use of these programs to improve the efficiency of department functions.
  • Friendly, customer-service-oriented demeanor and attitude.
  • Ability to build strong, collaborative working relationships with City Staff and to collaborate with other City Staff to complete projects.
  • Skill in the operation of the listed tools and equipment.
  • Ability to accept and to follow direction from supervisor and comply with all City/Departmental Policies & Procedures
  • Ability to function effectively under pressure and multi-task in a fast-paced environment
  • Ability to work an established schedule and adhere to deadlines
  • Ability to focus on detail and follow up on unresolved items
  • This exempt position must have the ability to work the hours City Hall is open and may be required to attend evenings meetings from time to time. On occasion, this position may need to travel and attend evening meetings as required.
Physical Demands
  • While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and smell.
  • The employee must occasionally lift and/or move up to 35 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Working Conditions
  • Work is performed either in an office setting or outdoors in the inspection of various land use developments, construction sites, or public works facilities.
  • While outdoors, the employee occasionally works in inclement weather conditions, near moving mechanical parts, high, precarious places, wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.
  • The noise level in the work environment is usually quiet in the office to moderate outside.
