City of Denton is Hiring a Senior Planner – Bicycle and Pedestrian Near Denton, TX

This requisition expires on April 18, 2024, but may close earlier if the position is filled prior to the expiration date.
Responsible for performing complex planning and technical work by implementing thorough policies and practices to improve Bicycle and Pedestrian accommodation in the City of Denton.ESSENTIAL FUNCTIONS

DUTIES
  • Oversee Bicycle and Pedestrian facility improvement projects, assist with active transportation grant applications, review Capital Projects and Developer Applications to ensure compliance with the City of Denton’s Mobility Plan and design standards, research current and potential legal issues, including but not limited to, compliance with ADA/PROWAG requirements in all City rights-of-way.
  • Support planning and administration of the City of Denton's ADA Transition Plan implementation program.
  • Support planning and community outreach efforts addressing the City of Denton’s mobility goals; evaluate, research, and identify opportunities to make necessary updates to the Mobility Plan.
  • Participate in developing studies and plans related to multi-modal transportation, including bicycle and pedestrian facilities, transit access, traffic analysis, minor design review, and systems analysis.
  • Develop models, conduct studies, and collaborate with other departments to facilitate the development of mobility policies addressing all modes of travel.
  • Support preparation of design guidelines, standard details, specifications, and ordinance amendments to deliver on the city’s mobility policies and priorities.
  • Develop, manage, and implement the City of Denton’s Sidewalk Program.
  • Oversee and ensure compliance with the Americans with Disabilities Act (ADA) for Capital Projects, street maintenance, and developer applications for improvements within the City of Denton's rights of way; support training of internal stakeholders to expand ADA awareness and compliance.
  • Collaborate with internal and external stakeholders on mobility issues. Serve representative to the North Central Texas Council of Governments (NCTCOG) Bicycle and Pedestrian Advisory Committee (BPAC). 
  • Investigate ADA complaints and coordinate with internal and external stakeholders to ensure compliance with federal requirements, provide recommendations to eliminate barriers, and lead projects to make necessary access improvements.
  • Manage and implement the pedestrian needs index criteria; select project locations based on high pedestrian activity; communicate with residents, neighborhood associations, schools, transit agencies and other organizations to implement projects.

  • Bachelor's Degree from an accredited college or university in Planning, Transportation Planning, Urban Studies, Public Administration, Geography, Environmental Studies, Transportation Engineering, or related field; and,
  • Four (4) years’ experience in transportation planning or related field,

  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
REQUIRED SKILLS/ABILITIES
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required: 
  • Knowledge of Federal, State, and Local laws, ordinances and/or regulations regarding Accessibility Criteria (ADA, PROWAG, TAS, ABA).
  • Knowledge of transportation planning and traffic engineering principals, specifically regarding attention to bicycle and pedestrian improvements delivery, and ensuring safe traffic operations of existing systems.
  • Knowledge of Federal, State and industry design guidance for bicycle and pedestrian facilities.
  • Knowledge and skill in utilizing mapping and design platforms, including GIS and CAD, to develop work products.
  • Knowledge of active transportation grant application process specific to local jurisdictions.
  • Knowledge of Citywide policies and procedures.
  • Skill in traffic analysis, alternatives development, evaluation, identification of preferred design alternatives, and development of design and construction plans are essential to successful performance in this role.
  • Skilled in reading and comprehending highly technical or specialized materials.
  • Skilled in reading and interpreting plans, blueprints, schematics, and/or other related development documents.
  • Skill in active listening; giving full attention to what other people are saying, taking time to understand the points communicated, asking questions as appropriate, and not interrupting at inappropriate times.
  • Skill at an advanced level with Microsoft Office 365 and other software systems necessary to complete work.
  • Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions to problems that maintain compliance.
  • Skill in judgment and creativity in decision-making; considering the relative costs and benefits of potential actions and select the most appropriate one.

CONDITIONS OF EMPLOYMENT
  • Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
  • Must pass a drug test, driver’s license check, criminal history background check, and social security number verification.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS
