DEFINITION :
The purpose of this job/class within the organization is to coordinate and administer all functions of the Development Services Department. This job/class formulates long-range goals for the organization, develop policy and position papers and negotiate with the chief administrative officer and/or elected officials.
ESSENTIAL FUNCTIONS (Not all-inclusive) :
Conducts data research, quality assurance, and statistical analysis; prepares routine and special studies, reports, press releases; conduct workshops and seminars on planning and growth management. Oversees project management and schedule adherence; administers implementation of City Ordinances for growth management, environmental protection. Directs department staff including full range of supervisory duties including training, assigning/reviewing work, counseling, professional development, and discipline. Coordinates with elected officials to provide information and receive guidance; prepares reports and makes presentations; chairs Development Review Committee; coordinates with public activities and citizens, design professionals, and developers on development issues. Attends and participates in City presentations, meetings and administration. Supervises management of consultant contracts for planning, impact analysis, plan review, and zoning services.
ADDITIONAL DUTIES:
Develops and reviews proposed ordinances for City; develops reports indicating problems and proposes revisions. Performs related work as assigned.
MINIMUM QUALIFICATIONS :
Requires a Bachelor's Degree in Urban and Regional Planning, Civil Engineering, or a closely related field. Requires six years of experience in municipal planning and development or closely related experience.

LICENSES/CERTIFICATIONS :
Requires a driver's license valid in the State of Florida. AICP certification preferred. LAP certification preferred.
