Brief Description of the Job:

Under the general supervision of the Building Official, the purpose of this classification is to investigate complaints and to perform a variety of technical building inspection, building plan reviews, code enforcement and/or environmental health inspections and reviews.

Education and Experience Requirements:

Completion of High School Diploma supplemented by specialized training in the building trades and/or code enforcement. Preference given to ICC Certified Inspector and Texas Licensed Plumbing Inspector.

Possession of the Following Licenses, Certifications or registrations:

· Texas Driver License

· TDLR Registered Code Enforcement Officer

· ICC Certification as a Commercial Building Inspector

· ICC Certification as a Commercial Mechanical Inspector

· TDLR Licensed Electrician or ICC Commercial Electrical Inspector Certification

· Texas Plumbing Inspectors License

· ICC Certification as a Residential Building Inspector

· ICC Certification for Commercial and Residential Energy Inspector

Preferred Training and Experience:

· Two years general experience in building or construction trades, zoning, and enforcement of local, state and federal laws or regulations required.

· Preference will be given to candidate with the above experience in a municipal environment and the listed licensing.

Other Requirements:

The City reserves the right to allow an employee to obtain licenses/certifications during a reasonable timeframe agreed to in writing (unless otherwise prohibited or limited by law) as a condition of continued employment. Failure to obtain the licenses/certifications as agreed will result in termination.

Essential Functions:

  • Enforce compliance with City Zoning Regulations and Health Ordinance.
  • Assist Building Official in other enforcement activities to include high grass and weeds, trash and junk vehicle violations and buildings.
  • Inspect industrial, commercial and residential buildings during various stages of construction and remodeling to ensure compliance with applicable codes, ordinances and regulations.
  • Inspect existing buildings and premises for change of use, occupancy, proper use of construction materials, or compliance with applicable codes and ordinances.
  • Inspect foundation, structural concrete, steel, masonry, wood construction, framing, plastering, plumbing, heating and electrical installations and a variety of other routine and complex building and sign system elements.
  • Inspect location of new structures, check distances between buildings in relation to neighboring structures to ensure compliance with zoning ordinance.
  • Enforce compliance with codes and ordinances including the adopted Building, Electrical, Plumbing and Mechanical, and City Zoning Code. Issue notices for non-compliance, document actions, and maintain files and reports for possible legal actions.
  • Prepare, submit and maintain a variety of written reports and records using permitting tracking software.
  • Inspect residential and non-residential properties:
  • Determine and ensure compliance with applicable zoning, building, environmental health codes, and ordinances
  • issue notices of violation as required
  • document all actions and notices;
  • perform follow-up inspections
  • Attend civic and neighborhood association meetings, City Council, and Planning and Zoning Commission meetings. Make public presentations to provide information and answer questions, as needed.
  • Read, interpret, and enforce applicable City, State, and Federal Codes, Ordinances and Regulations.
  • Research property records and related documents to establish property ownership.
  • Communicate clearly and concisely, both orally and in writing.
  • Confer with architects, contractors, builders, and the general public in the field and office; explain and interpret code requirements and restrictions.
  • Work indoors and outdoors in various temperature extremes. May be required to walk, kneel, sit, squat, stand, stoop, crawl and twist for extended periods of time while performing inspection duties.
  • Respond to complaints of defective workmanship or improper installation, inspect and determine appropriate remedial action to be taken.
  • Enter inspection details and related information to computer system, and update and retrieve information as required.
  • Perform additional duties and responsibilities as required and assigned by the City of Decatur Building Official. Regular attendance is required.

FLSA: Non-Exempt, full-time Hours: Varies Salary: Depending on Qualifications
