Purpose

The purpose of this classification, under general supervision, is to perform semi-skilled labor in a variety of tasks for constructing, maintaining, and repairing the municipal water, wastewater, stormwater, and reuse distribution and collection systems. Employees in this classification may function in one or more of the areas listed herein depending on assignment. Performs related work as required.


Drug Screening

NOTE: This position requires a drug screen. If applicant did not receive drug screening upon initial hire with the City, applicant will be required to submit to drug screening prior to accepting this position.


Minimum Qualifications

Education, Training and Experience

High School diploma or GED; supplemented by at least one (1) year previous experience and/or training that involves any installation, operation, repair, and/or maintenance of a utility system including sanitary sewage collection, potable water distribution, or equipment operation systems of a water and/or wastewater treatment system.

SPECIAL REQUIREMENTS

Requires possession of and ability to maintain a valid Florida Driver’s License. Must obtain a Florida Commercial Driver’s License (CDL) Class “B” within six (6) months of employment and FDEP Water Distribution Operator License Level 3 within two (2) years of employment when applicable to area of assignment.


Job Description

ESSENTIAL FUNCTIONS The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Assists in locating City underground water, wastewater, stormwater, and reuse systems components so repairs can be made.

Verifies existence and location of pipes; traces and inspects condition of laterals.

Repairs leaks, main breaks, faulty valves, meters, defective lines, broken fire hydrants, manholes, catch basins, and stormwater inlets.

Corrects stoppages and blockages in mains.

Performs connections and disconnections during repair tasks, or as directed.

Installs new mains, valves, fire hydrants, meter boxes, taps, manholes, and other water/wastewater/stormwater/reuse components.

Performs a variety of manual labor tasks in preparing work sites (i.e., excavation, asphalt/concrete cutting, loading, and unloading materials).

Participates in ensuring proper traffic device placement and safety precautions are adhered to prior to commencing with work orders; participates in traffic control, bottling water, and special events activities.

Restores work sites upon completion of tasks (i.e., replacing dirt fill, asphalt, concrete, landscaping).

Performs general maintenance tasks when applicable to assigned area (i.e., cleaning culverts and ditches).

Responsible for maintenance of tools, parts, vehicle, and supplies inventory, when applicable to area of assignment; may operate various light and heavy equipment.

Functions on call for response to emergencies.

ADA COMPLIANCE

Physical Ability: Tasks involve the ability to exert heavy physical effort in heavy work with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20 to 50 pounds) and occasionally heavier objects and materials (up to 100 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds. Some tasks require the ability to perceive and discriminate depths. Some tasks require visual perception and discrimination.

Environmental Factors: Tasks may risk exposure to extremes in temperature and weather conditions, dirt, dusts, pollen, traffic hazards, wetness, humidity, strong odors and/or smoke, and strong and/or toxic agents/chemicals.

PERFORMANCE INDICATORS The work performance of non-supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:

Knowledge of Job: Has working knowledge of the methods, policies and procedures of the City of Daytona Beach as such pertain to the performance of the essential duties of a Utility Service Worker. Has working knowledge of principles and practices of underground utilities locating and considerable knowledge of the methods, materials, equipment, and techniques used in the extension, repair, and maintenance of water systems and related equipment. Has considerable knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Has considerable knowledge of the organization of the Department and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has considerable knowledge of terminology and related professional languages used within the Department as such pertain to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and inter-departmental personnel as well as any external entities with which the position interacts.

Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with which the position interacts.

Quantity of Work: Performs described essential functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.
