Purpose

The purpose of this classification, under general direction, is the registration and licensing of residential units subject to city issued rental licenses and permits for compliance with nationally recognized housing standards and city ordinances; and perform a variety of cashiering duties related to the processing of licenses and permit fees. This position requires a high level of interpersonal skill and ability to effectively problem solve with others in a team environment. Performs related work as required.


Minimum Qualifications

Education, Training and Experience
  • High School diploma or GED, Associates degree preferred; supplemented by at least three (3) years’ combined experience in general office environment, exceptional customer service delivery standards and a background in code enforcement and or building construction, and property management, program development, public presentations and other related abilities.
  • Must be able to deal with the public in a diplomatic effective manner; perform research and write detailed reports; ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Must be a self-starter with the ability to work independently with minimal supervision. May supervise other employees. Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail.


    Job Description

    ESSENTIAL FUNCTIONS
    The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
    Responsible for the maintenance of public information documents that relate to activities and functions of the Rental Housing Program. Ensures correspondence is appropriately and promptly answered.
    Records data into computer system; prepares special reports and written correspondence to customers.
    File reports and maintain files. Update and submit required monthly inspection status reports. Maintains various records and reports, (i.e. inspections performed, permits issues, conditions found, actions taken).
    Assist landlords and occupants with questions related to, Rental registration process, associated fees, and restrictions, property maintenance standards, code violations and living conditions etc.
    Respond to requests for information and resources regarding rental housing inspections from the public.
    Establishes and ensures maintenance of records; evaluates internal operating procedures, develops and implements new methods to standardize operations and maintain efficient work flow; assists staff in resolving operational problems or non- routine matters.
    Coordinates the Special Magistrate hearing process.
    Performs routine clerical duties such as faxing, scanning and copying of materials.

    Physical Ability: Tasks involve the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
    Sensory Requirements: Some tasks require the ability to perceive and discriminate depths. Some tasks require visual perception and discrimination. Some tasks require oral communications ability.
    Environmental Factors: Tasks may risk exposure to dust, violence, heat, cold, odors, toxic agents, noise, smoke, vibrations, wetness, humidity, disease, machinery, electrical currents and bright or dim lights.

    The work performance of non-supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:
