Purpose

The purpose of this classification, under direction of the Athletic Manager, is to direct the operations and activities of a variety of recreational/aquatic programs and services at all aquatic pools, programs and camps. Performs related work as required.


Drug Screening

NOTE: This position (CDL required, Leisure Services, and/or safety sensitive) requires a drug screen. If applicant did not receive drug screening upon initial hire with the City, applicant will be required to submit to drug screening prior to accepting this position.


Minimum Qualifications

Education, Training & Experience
  • High school diploma or GED; supplemented by a ten (10) year combination of education and/or experience in developing and overseeing aquatic or educational activities and programs which must include at least five (5) years supervisory experience. Must possess valid Florida Driver’s License.
  • SPECIAL REQUIREMENTS
    Possession of or ability to obtain within 6 months of hire, nationally recognized Lifeguard, CPR, First Aid “Learn to Swim” Certification, such as the Red Cross Water Safety Instructor (WSI) or USA Swimming Instructor/Coach and Certified Pool Operator/CPO certifications.


    Job Description

    ESSENTIAL FUNCTIONS
    The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
    Performs complex administrative and accounting duties, e.g., reviews and evaluates program statistical data and Standard Operating Procedures, collects and deposits fees, generates and submits reports and documentation, researches special projects and issues.
    Assists Athletic Manager with annual budget preparation, reviews and maintains accounts.
    Plans, organizes, coordinates and controls operation and activities of the recreational/aquatic facilities with diverse programs and maintenance requirements.
    Assures compliance with ADA.
    Designs and organizes program guide in preparation for marketing.
    Directs subordinate employees engaged in the supervision of program activities and administrative support functions.
    Trains, schedules, assign, directs and evaluates the work of subordinate employees. Investigates, documents, and administers discipline.
    Completes paperwork for any Worker's Compensation claims.
    Assists with interviews, seasonal hiring and orientation, time and attendance records. Conducts in-service training for lifeguard instructors/recreation staff
    Conducts and/or supervises CPR classes.
    Lead, design and execute securing plan for sponsorship, naming rights and corporate membership programs.
    Manages multiple pool facilities and develops lesson plans to be utilized for all swimming, lifesaving, water exercise, and other water related instructional classes to all age groups.
    Enforces rules and regulations of recreation/aquatic programs, including the maintenance of swimming pools and surrounding areas to ensure the cleanliness and sanitation of recreational facilities.
    Track emergency action plans for all pools, keeping lifeguards abreast of any new rules and/or procedures. Secure all pools during storm, close pools and contact staff.
    Evaluates effectiveness of programs and services.
    Determines material requirements for operations and activities, initiates procurement procedures and oversees inventory control.
    Coordinates programs and services with other divisions and activities and community organizations.
    Researches the need and availability of grants and assists in writing applications in pursuit of funding and materials for new and existing programs. Keep contracts/agreements up to date.
    Represents the division at community meetings and in meetings with volunteer boards for program planning and promotions.
    Plans and coordinates meetings, workshops and clinics for assigned personnel. Plans and conducts presentations. Coordinates guest speakers.
    Investigates and resolves complaints and personnel related problems and issues.
    Operates standard office equipment including personal computer using word, spreadsheet, database, and other related software. .
    Communicates clear direction, manages for results, and leads organizational change.
    Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.
    Maintains current certifications by attending required seminars, classes, workshops, etc.

    ADA COMPLIANCE
    Physical Ability: Tasks involve the ability to exert very heavy physical effort in very heavy work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of heavy objects and materials (up to 100 pounds) and occasionally very heavier items (100 pounds or over).
    Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors. Some tasks require the ability to perceive and discriminate sounds. Some tasks require the ability to perceive and discriminate depths. Some tasks require visual perception and discrimination. Some tasks require oral communications ability.
    Environmental Factors: Tasks risk exposure to extremes in temperature and weather conditions, dusts, pollen, strong odors and/or smoke, rain, wetness, humidity, violence, and strong and/or toxic agents/chemicals.
    PERFORMANCE INDICATORS
    The work performance of supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:
    Knowledge of Job: Has thorough knowledge of the methods, procedures, and policies of the Department as they pertain to the performance of duties of a Aquatics Supervisor. Has thorough knowledge of principles and practices of lifesaving, including correct methods of approaching, breaking holds, and transporting drowned or injured persons. Has thorough knowledge of standard techniques of resuscitation and first aid. Has thorough knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Has considerable knowledge of the organization of the department, and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has considerable knowledge of terminology and related professional languages used within the department as such pertain to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts.
    Quality of Work: Maintains high standards of accuracy in performing duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility.
