Job Summary Overview The Supervisor-Development oversees, directs, and supervises the activities of the development team. Develops policies, procedures, and goals while working closely with contractors and developers to support projects throughout the City. Job Description Essential Functions 1 Oversees and supervises development work for the department and its projects; reviews city staff work for quality and consistency in reference to water/wastewater, zoning ordinances, and city coded; meets with city staff as a group and individuals to ensure consistency and adjusts scheduling or assignments as needed. 2 Researches zoning information, building codes, and other related items prior to meeting with city staff, developers, and contractors; answers and responds to questions as needed during the meetings. 3 Develops and identifies training material for city residential staff, permit clerk and other customers; meets and communicates with city staff to address concerns and oversights on policies and procedures. 4 Supervises, oversees, assigns, and schedules work for Plans Examiners, Permit Clerks, Customer Service Technicians and other development administrative personnel; supports hiring and termination decisions, provides performance feedback and ensures quality control and training. 5 Provides code interpretation and application, communicates regulations to contractors and developers, and ensures developmental compliance with local, state, and federal regulations. 6 Establishes and implements short and long term goals and objectives for the development staff and general operations. 7 Performs any and all other work as needed or assigned. Knowledge and Skills 1 Knowledge of business principles, practices and techniques used in development management and related. 2 Knowledge of principles of personnel supervisor and ability to plan, direct, and coordinate the work of others through subordinates. 3 Knowledge of zoning committees, zoning regulations, and zoning commissions. 4 Ability to plan, delegate, and assign development activities. 5 Ability to establish a good rapport and working relationship with federal, state, and local agencies, other city departments, and the general public. 6 Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of established goals. 7 Ability to establish goals and objectives. 8 Ability to provide administrative and professional supervision, leadership, and direction to subordinate staff 9 Ability to determine work procedures that expedite workflow, improve efficiency, and increase operational effectiveness. 10 Communicating effectively orally and in writing. 11 Establishing and maintaining effectively working relationships. Minimum Qualifications: Education: High school diploma or GED. Experience Five (5) years of experience in construction plan/permit plan review which must include two (2) years electronic plan review AND Two (2) years of lead work or project management responsibilities. (This experience may be included in the required experience listed above.) Equivalencies: Associate degree (or higher) in a business, public administration, or management field will substitute for the lead work/project management responsibilities. Associate degree (or higher) in a planning, architecture, engineering, or construction management field, plus three (3) years of electronic plan review OR water/wastewater permit review experience including two (2) years of lead work or project management responsibilities will meet the education and experience requirements. Licenses and Certifications A valid State of Texas driver's license. Must obtain any three (3) International Code Council (ICC) inspection certifications within 18 months of employment. PREFERENCES: Management of a call center, permit center, or cash office preferred. Knowledge of the Projectdox permit application system Extensive high-volume customer service Spanish/English bilingual skills a plus Salary Range $60,538.39 - $75,672.99 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
