JOB SUMMARY

This position supervises and participates in the work of skilled and semi-skilled crew members charged with vector control and property maintenance utility work, and to perform related supervisory and technical work as required. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • High school diploma or GED;
  • Three (3) years of relevant prior experience;
  • Valid South Carolina Class “A” Driver’s License with no “L” or “O” restrictions;
  • May be required to work nights and weekends during inclement weather.

ESSENTIAL JOB FUNCTIONS:

  • Installs and maintains streets, sidewalks, and storm drains;
  • Supervises skilled, semi-skilled and unskilled personnel engaged in utility work; supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; acting on employee problems; allocating personnel; and recommending employee discipline;
  • Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed;
  • Receives, coordinates and ensures the timely completion of assigned work orders;
  • Supervises and participates in general utility work; operates dump trucks and other trucks, trailers, tractors, low boys, etc.;
  • Supervises the proper maintenance of assigned tools and equipment;
  • Operates equipment such as tiller, bush hog, mowers, etc.; operates weedeaters, edgers, blowers, hedge trimmers, spray equipment and other power and hand tools as necessary to complete duties;
  • Performs work related to concrete and asphalt materials;
  • Prepares accurate and up-to-date records of work completed;
  • Performs all work in compliance with applicable policies and procedures, laws and regulations, and standards of quality and safety;
  • Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility; and
  • Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of addition and subtraction, multiplication and division, and/or calculating ratios, rates and percentages;
  • Knowledge of personal computer equipment with skill in the use of Microsoft Office 2000 preferred, utilizing the e-mail, word processing and spreadsheet software programs;
  • Ability to coordinate or determine time, place or sequence of operations or activities based on analysis of data or information and may implement and report on operations and activities;
  • Ability to supervise or lead others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency;
  • Ability to handle or use machines, tools or equipment requiring moderate instruction and experience, such as landscape / heavy equipment, power tools;
  • Ability to perform coordinating work involving guidelines and rules, with constant problem-solving;
  • Ability to read routine sentences, instructions, regulations, procedures or work orders; writing routine sentences and completing routine job forms and incident reports; speaking routine sentences using proper grammar;
  • Ability to perform clerical, manual or technical tasks requiring a wide range of procedures and requiring intensive understanding of a restricted field or complete familiarity with the functions of a unit or small division of an operating agency; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure; and
  • Ability to guide others, requiring frequent decisions affecting co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine.

PHYSICAL DEMANDS:

The work is considered medium-to-heavy and involves walking, standing, stooping, lifting, digging, pushing or raising objects and also involves exerting between 20 and 50 pounds of force on a recurring basis and 50 to 100 pounds of force on an occasional basis. The work requires the following physical abilities to perform the essential job functions: fingering, grasping, handling, hearing, mental acuity, speaking, talking, visual acuity, and walking.

WORKING CONDITIONS:

Work environment may involve exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, fumes and/or noxious odors, traffic, moving machinery, toxic/caustic chemicals; and spends most of the time working in a physically threatening environment that requires life and death decisions for one’s self and others.

Pay: From $20.71 per hour
