City of Columbia, SC is Hiring a Lead GIS Technician Near Columbia, SC

JOB SUMMARY

This position participates in the development, implementation, maintenance and use of the GIS system in multiple City departments; and performs related professional and technical work as required. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision.

ESSENTIAL JOB FUNCTIONS:

· Assists in maintaining of the Enterprise ArcSDE enterprise geodatabases;

· Assists in developing and maintaining GIS web applications for use by city departments and the public, publishing GIS web services, and assisting in maintaining GIS website;

· Provides technical assistance to city departments, other government agencies, and the public; provides/coordinates training for City employees in GIS procedures and software;

· Coordinates and participates in the development, implementation, maintenance and use of the GIS system in multiple City departments;

· Analyzes GIS technology requirements of City departments; develops plans to implement new or modified technology to help meet departments’ needs;

· Researches, evaluates, recommends and implements new GIS technologies, applications and hardware systems;

· Maintains inventory of GIS system hardware and software;

· Coordinates activities within the core GIS group, including orthophotography, topography, tax mapping, annexations, boundary changes, etc.;

· Maintains quality control for information entered into the GIS system and for existing map products;

· Researches, develops and establishes methodologies for map automation using the GIS;

· Performs field data collection utilizing various GPS/mobile equipment;

· Assists with the acquisition, quality control, accuracy checking and cataloging of all new orthophotography and topographic maps; directs and participates in the preparation, digitizing and editing of maps;

· Provides general geographic and geodetic control information to the City, other agencies and the public as requested;

  • Provides weekday, after-hours and weekend primary support for GIS systems;
  • Receives and responds to inquiries, concerns and complaints in areas of responsibility;
  • Performs general administrative/clerical work as required, including but not limited to preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, attending meetings, answering the telephone, etc.;

· Assists in City Addressing in collaboration with Richland County Addressing Coordinator;

· Develops and deploys mobile survey applications;

  • Attends training, seminars and conferences as appropriate to enhance job knowledge and skills; and
  • Performs other related duties as assigned.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s degree computer science, geography or closely related field;
  • Three (3) years of relevant prior experience;
  • Experience with GIS software, including ESRI’s ArcGIS Desktop, ArcGIS Pro and ArcGIS Online;
  • Valid South Carolina Class “D” Driver’s License.

Knowledge, Skills and Abilities:

· Knowledge of Trimble GPS, ArcPAD, Collector for ArcGIS and Workforce for ArcGIS;

· Knowledge of algebra working with such factors as exponents, logarithms, linear and quadratic equations; concepts of analytic geometry, differentiation and integration of algebraic functions; statistics, applying such functions as frequency distribution, reliability, validity and correlation techniques; finance and economics using financial and econometric models;

· Ability to gather data, examine or evaluate data or information and may prescribe action based on such data or information;

· Ability to coordinate or determine time, place or sequence of operations or activities based on analysis of data or information and may implement and report on operations and activities;

· Ability to counsel or instruct/train others through explanation, demonstration and supervised practice or making recommendations based on technical expertise;

· Ability to speak or signal to people to convey or exchange information of a general nature;

· Ability to lead, operate or repair complex machinery or equipment that requires extended training and experience, such as the design, installation, maintenance and troubleshooting of GIS systems;

· Ability to perform coordinating work involving guidelines and rules, with constant problem-solving;

· Ability to read technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form;

· Ability to perform professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures; and

· Ability to guide others, requiring frequent decisions affecting co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine.

PHYSICAL DEMANDS:

The work is considered sedentary in nature and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis, 20 pounds occasionally, or routine keyboard operations. The work requires the following physical abilities to perform the essential job functions: fingering, hearing, mental acuity, speaking, talking, and visual acuity.

Work environment involves exposure to no known environmental hazards; and is relatively safe, secure and stable.

Job Type: Full-time

Pay: $57,458.00 - $73,259.00 per hour
