City of Charlotte is Hiring a Facilities Construction Division Manager Near Charlotte, NC

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment. The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money. General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services.

Job Title: Facilities Construction Division Manager

Summary:

The City of Charlotte is seeking a Facilities Construction Division Manager within the Department of General Services. The selected candidate will manage a division of project managers, senior project managers and program managers responsible for managing the planning, design, and construction of municipal buildings and structures. The Division Manager is expected to provide senior management and high-level policy and strategic direction to the workgroup. The Division Manager is also a member of the Department’s Leadership Team, expected to contribute to the successful management of the Department and the City.

Major Duties and Responsibilities:

  • Provide vision and direction to the City in the planning, design, construction, and renovation of City-owned facilities
  • Manage and motivate a group of professional engineers to provide effective, reliable, responsive, and innovative service to the future and current users of the facilities
  • Oversee Capital Improvement Project budgets
  • Prepare, monitor and meet project budgets, schedules and quality
  • Guide staff to make decisions which reflect the best interest of the citizens of Charlotte, ensuring that City facilities will be highly functional, energy-efficient, easily maintained, and cost-effective platforms for the provision of City services
  • Ensures projects must meet the goals in the City’s Policy for Sustainable Facilities and the Strategic Energy Action Plan
  • Oversee the design, geotechnical, construction, inspection, and commissioning of contracts for a wide range of facilities including the Discovery Place Science Museum, Charlotte Convention Center, Spectrum (Charlotte Hornets) Arena, and the NASCAR Hall of Fame
  • Performs other duties as assigned

Knowledge, Skills & Abilities:

  • Excellent communication skills (both verbal and written)
  • Excellent customer service, collaboration, conflict management, interpersonal communication, and process improvement skills are essential
  • Ability to analyze complex administrative, operational and policy issues and make sound recommendations for resolution and effectively implement
  • Ability to establish and maintain effective working relationships with City executives, City Council and other public officials, business and community leaders and the general public
  • Finance and business acumen in developing capital budgets, procurement processes, contracting and financial analysis
  • Computer skills at the intermediate level proficiency using Microsoft Office Suite Products (Word, Excel, Access)
  • Competencies and skills leading to success include being proactive, a strong communicator, responsive, approachable and comfortable managing conflict
  • Ability to perform effectively in a fast-paced/high-pressure environment
  • Successful candidate must have a valid driver's license and ability to receive and maintain a City Driving Permit

Preferred Qualifications:

  • Registration as a Professional Engineer (PE) or American Institute of Architects (AIA).
  • Progressively responsible leadership and organizational experience in program administration with a demonstrated ability to effectively direct and guide teamwork effort.
  • LEED or Green Globes accreditation preferred.

Minimum Qualifications:

  • Requires a four-year degree in engineering, architecture, construction management or a related field with seven (7) years of experience or a graduate degree in public administration, business administration or related with at least five (5) years of related experience.

Salary: $113,162 - $125,735
