The City of Canby is looking for it's newest team member for the role of Environmental Compliance Coordinator! The first review of applications will begin on May 16th. This recruitment will remain open until filled and may close at any time. Perform duties to protect and enhance the local environment, public health and infrastructure through pollution control and pollution prevention. Coordinate and implement the City’s industrial pretreatment, stormwater, and related regulatory compliance programs. Submit regulatory reports and ensure the City’s compliance with local, state, and federal laws pertaining to the clean water act and other environmental regulations. Perform a variety of operations, activities, and technical tasks in support of environmental programs and initiatives. Primary focus areas include pollution prevention and source control, regulation of commercial and industrial discharges, regulatory compliance, enforcement, and reporting. Tasks are performed under general supervision. Assistance is not readily available from lead worker/supervisor(s). This classification is expected to function independently in daily tasks and use initiative and independent judgment on non-routine matters. May act as a project coordinator on assignments. Problems are identified and solved and only the most unusual/complex problems are referred to a lead worker/supervisor. Supervisory ResponsibilitiesNo direct supervisory responsibilities. Provides informal training/instruction to volunteers, students, and new hires.
EXAMPLE OF DUTIES
The individual in this position is expected to engage in the following work-related activities with minimal supervision.Implement the City’s industrial pretreatment, stormwater, and environmental compliance programs.Meet current NPDES and WPCF permit conditions related to pollution prevention. Update and maintain the Industrial Pretreatment Implementation Manual and Stormwater Program.Implement and manage the fats, oil, and grease (FOG) Program. Track and manage the TMDL Implementation Plan and Mercury Minimization Plan.Conduct industrial surveys to determine applicability of pretreatment and stormwater management approaches for each business/industry. Identify pollution prevention opportunities; research best management practices; educate and assist commercial/industrial clients in instituting pollution prevention options. Conduct inspections of food service establishment grease traps and interceptors. Maintain pump out records and implement the rules governing the FOG program. Communicate professionally and clearly with business representatives. Attend and participate in preferred pumper meetings. Review business license applications, industrial permit applications, survey new facilities, and develop discharge permits; review existing permits for renewal and/or modification. Perform inspections and provide regulatory guidance and enforcement to permitted industrial users for sanitary and stormwater regulatory compliance; assure appropriate and optimized usage of pretreatment apparatus; evaluate and record industrial user's self-reports and records; commence administrative enforcement proceedings when appropriate. Research pollution prevention technology and best management practices; identify potential pollution prevention opportunities for specific industrial/commercial sectors. Develop and perform monitoring and sampling plans required by regulatory permits, interpret laboratory data and complete required reporting.Develop pollution prevention best practices information materials and reports; educate and provide technical assistance to commercial/industrial clients and the public. Respond to environmental incidents as directed; record incidents, assist with investigations and follow up visits to ensure resolution, take appropriate enforcement action in response to industry violations and resolve non-compliance by following established procedures.Initiate, coordinate, and provide educational programming to a variety of audiences including students and community groups focused on environmental stewardship.Conduct development plan review, attend pre-development meetings and conduct inspections to ensure compliance with sewer, stormwater and erosion control standards. Respond to inquiries and complaints.Coordinate the collection of sanitary and stormwater field data using GPS technology to update the GIS database. Develop and maintain accurate databases and maps related to environmental compliance tracking.Maintain accurate records and logs. Compile reports to be submitted to City, State and Federal agencies. Interpret data, perform basic statistical analysis, and report analysis orally and/or in writing.Represent the City in a positive and professional manner. Attend training and participate in local and regional meetings to stay current on regulations and changes affecting or impacting the City of Canby wastewater treatment plant, pretreatment, stormwater, erosion control and FOG programs.Available after hours and on-call for treatment plant operations and emergencies. May participate after hours in community education events related to pollution prevention and the protection of public health. Maintain a positive and cooperative working relationship with City staff, businesses, vendors, other organizations, and the general public. Promote professional and courteous behavior with a creative approach to problem resolution that creates a positive experience for the customer.Follow all safety rules and procedures for work areas. Perform duties in a safe and efficient manner. Promote safe work practices.May assist and support wastewater treatment plant operations and perform additional duties as assigned.Competency Profile The individual in this position is expected to possess or acquire: A thorough knowledge of monitoring, completing, and submitting reports and documents related to the essential job functions.General knowledge of wastewater treatment plant operations and maintenance.Ability to interpret sampling analysis related to industrial pretreatment and wastewater discharge limits.Ability to communicate effectively both verbally and in writing.Knowledge of office practices and procedures, business English, word processing and spreadsheet software and ability to operate general office equipment.Ability to establish and maintain cooperative and effective working relationships with City staff, outside professionals, and agencies, and the public.Understanding of basic research methods, group dynamics and problem-solving techniques, such as leading meetings, gaining support while dealing with complex subjects, resolving conflicts, and reaching consensus.Attention to detail is extremely important and required.Ability to exercise resourcefulness and perspective in developing solutions and recommending new techniques.Ability to use good judgment in prioritizing daily and routine responsibilities and work efficiently and effectively in a fast-paced environment which includes changing priorities.

May work around traffic, heavy equipment, and machinery. Entry to confined spaces is required on an infrequent basis.Travel requirementsFrequently travels locally. Valid driver’s license required.
