City of Burlington NC is Hiring a Principal Engineer Near Burlington, NC


Provides supervisory oversight of the technical aspects of the Engineering Department; serves as the City's technical representative regarding construction of CIP and developer constructed infrastructure.
An employee in this class is primarily responsible for the plan review of construction drawings including construction plan approval, submittals and shop drawings, coordinate permitting of NCDEQ Water Extension and Sewer Extensions, NCDOT Encroachments, and any other related permits required for construction. Coordinates with design engineers for CIP specifications, bid and contract documents, bidding and contracting. Coordinates for the inspection and certification of construction projects (both CIP and developer constructed infrastructure). Oversees as-builts / record drawings, testing and project certification. Consults with City Engineer for revisions to City Standards for construction specifications, details, and operating procedures for construction administration and design. Position provides preliminary design and budget data for future water, sanitary sewer, storm drainage projects, and roadway construction. Emphasis of the work is on providing supervisory oversight over the technical aspects of the department, supervising the areas of construction inspection and recordkeeping. Work includes participating in the development, implementation and maintenance of department and division goals, objectives, policies and procedures; reviewing and evaluating work methods and procedures for improving organizational performance; ensure that goals and objectives are achieved. Work requires knowledge of principles and practices of engineering, technical codes, and surveying and some knowledge of federal and state laws and local ordinances affecting the design and construction of engineering projects. Considerable tact and courtesy are required in frequent public contact. Work is performed under the supervision of the City Engineer and is evaluated through periodic conferences, written reports, and public acceptance of the engineering activities. This classification is considered exempt in compliance with the Fair Labor Standards Act (FLSA).
 
  • Designs water, sanitary sewer, storm drainage, and roadway projects within the City; prepares bids documents, and contract documents
  • Provides preliminary design and budget costs for water, sanitary sewer, storm drainage, and roadway projects
  • Oversees the mapping of the water, sanitary and sewer systems on the City's Geographical Information System (GIS)
  • Sets department standards for the City's construction specifications and details, operating procedures for construction administration and design
  • Serves as City's technical representative regarding infrastructure construction projects
  • Generates development fees based on type, size and connections of development
  • Manages the flow of construction projects through the department for both in-house projects and developer generated projects
  • Assigns construction oversight as required
  • Reviews and generates permits for water, sanitary sewer and development
  • Reviews development and outside consultants plans for conformance with City's Subdivision Regulation and City's standards and specifications
  • Reviews Inspection reports and construction progress for application of payment, and compliance with city rules and regulations
  • Investigates development fees both connection and assessments, availability of water and sanitary sewer services requested and water distribution and sanitary sewer collection issues
  • Manages the flow of permitting, agency agreements and service requests throughout the Department
  • Manages the coordination with outside agencies and City departments
  • Coordinates the flow tracking of projects through the department
  • Interviews applicants for employment, recommends which applicants to be hired, completes and conducts employee performance evaluations and recommends job assignments
  • Performs related duties as required
  • Thorough knowledge of civil engineering and engineering survey and design
  • Thorough knowledge of state and federal laws and regulations, local ordinances and standards, and departmental policies and procedures affecting municipal engineering
  • Thorough working knowledge of drafting
  • Thorough working knowledge of public works construction
  • Thorough knowledge of CAD software, Microsoft Word, Excel and other office computer applications with knowledge in GPS and GIS mapping, electronic data collectors, and related software
  • Thorough knowledge of application and standards of municipal engineering projects
  • Considerable knowledge of recent development, current literature, and trends relating to engineering program administration
  • Ability to work independently and plan, organize, and direct the work of other employees requiring a team effort
  • Ability to apply supervisory skills in the performance of work
  • Ability to stay abreast with software updates and changes
  • Ability to pay attention to detail and organize work tasks and schedule in a highly efficient manner
  • Ability to establish and maintain effective working relationships with employees and supervisors, the general public, public officials, as well as engineers, and contractors
Minimum Qualifications
  • Bachelor's Degree in Engineering with 7 years' experience with infrastructure design, project management, and construction or Associate's Degree in Engineering with 10 years' experience with infrastructure design, project management, and construction
  • Valid North Carolina Driver License
  • Experience using MS Office Applications
  • Experience using CAD software packages
  • North Carolina License as a Professional Engineer (PE) or licensed as a Professional Engineer in another state and must receive North Carolina license within six (6) months of hire
Preferred Qualifications
  • Bachelor's Degree in Civil Engineering
  • Previous experience working with a municipality or other public agency
  • Experience using Carlson Civil Suite, Autodesk Civil 3D, and ArcGIS
Physical Requirements and Working Conditions
Work in this class is described as being sedentary and seldom requires much physical exertion to complete tasks. Work typically involves the ability to physically perform the basic life operational functions of walking, stooping, kneeling, fingering, grasping, feeling, talking, hearing and repetitive motions. Employee regularly operates a variety of machinery and equipment, including telephones, computers, calculators, copiers, facsimile machines, etc. Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and analyzing figures, accounting, transcription, computer terminal viewing and extensive reading. Working conditions include both inside and outside environmental conditions.
