Job Summary
Performs one or more bookkeeping or clerical functions and provides service to both internal and external customers. These functions may include accounts payable, accounts receivable, fixed assets record-keeping, cash receipts, preparation and entry of general ledger adjusting journal entries, account reconciliation, completion of State and Federal reporting requirements and preparation of schedules.
Essential Job Functions
  • Maintains accounting ledgers by verifying and posting account transactions.
  • Processes backup reports after data entry; record checks and prepare for mailing.
  • Maintains updated vendor files, file names, and W9s; generates and administer 1099s.
  • Performs reconciliations of general ledger, credit cards, and bank accounts.
  • Performs the day to day processing of accounts payable transactions to ensure that municipal finances are maintained in an effective, up to date and accurate manner.
  • Receives and verifies invoices and requisitions for goods and services.
  • Reconciles processed work by verifying entries and comparing system reports to balances.
  • Verifies that transactions comply with department policies and procedures.
  • Verifies vendor accounts by reconciling monthly statements and related transactions.
  • Process all invoices and payables in accordance with department processes and policies. This may include follow-up with vendors and City staff to resolve questions or issues that may arise.
  • Maintains listing of accounts payable; maintain the general ledger.
  • Assists in records management by organizing and maintaining paper and electronic records and files. Ensures compliance with records retention guidelines.
  • Performs general administrative responsibilities such as answering phones, creating/editing/reviewing a variety of documents (letters, forms, reports, spreadsheets, etc.), scanning, copying, faxing, and performing other data entry or special projects as needed/assigned.
  • Ensures compliance with City policies as well as any state and federal regulations, under direction from the accounting Manager.
  • Performs related duties as required.
  • Responds regularly and promptly to work.
Minimum Qualifications
Required:
  • High School Diploma or GED. Additional training and/or coursework in accounting or a related field is desirable.
  • At least two (2) years of experience performing accounts payable/receivable, bookkeeping, payroll, billing, purchasing, invoice processing, or similar responsibilities in a professional office environment.
Equivalent combinations of education, experience, certification, and training may also be considered.
Knowledge, Skills & Abilities
Knowledge of:
  • Proper customer service and telephone etiquette.
  • Modern office procedures, methods, and equipment including computers and associated equipment.
  • Principles and procedures of bookkeeping and financial record keeping.
  • Basic math including ability to add, subtract, multiply, divide and compute percentages; ability to use a 10-key calculator with speed and accuracy.
Ability to:
  • Perform a variety of financial, administrative, and clerical support functions with a high degree of accuracy and attention to detail.
  • Learn department functions thoroughly to provide general information and explain detailed department processes and procedures.
  • Work independently and efficiently follow established practices and procedures.
  • Demonstrate good judgment and a professional demeanor.
  • Respond to and effectively prioritize phone calls, emails, walk-up traffic, and other requests for information.
  • Handle multiple tasks, prioritize and organize work assignments, and meet established deadlines.
  • Use spreadsheet and word processing applications to compose or edit a variety of documents.
  • Maintain a high level of integrity and discretion in handling confidential information.
  • Demonstrate satisfactory performance and a willingness to take on new responsibilities.
  • Demonstrate regular, reliable, and punctual attendance and utilize leave responsibly to ensure sufficient coverage of departmental operations.
  • Abide by City and department administrative directives, policies, and procedures.
  • Provide management with sound, positive advice, and information concerning the incumbent’s area of responsibility.
  • Establish and maintain cooperative working relationships with those contacted in the course of work and communicate effectively with the public and other required entities.
Skills:
  • Strong personal computer skills, including the ability to efficiently utilize a variety of office equipment. Must be proficient with Microsoft Office (Word/Excel/PowerPoint/Outlook) and able to promptly learn other job-specific programs as needed.
  • Strong verbal and written communication skills, with the ability to communicate with tact and diplomacy.
  • Strong customer service skills.
  • Strong planning, organizational, problem-solving, and time management skills.
Licenses, Certifications & Special Requirements
Texas Class C driver’s license with a good driving record as measured by the City’s evaluation system.
Physical Demands
Physical demands include but are not limited to: sitting, talking, hearing, seeing, standing, walking, driving, bending, reaching, twisting, pushing, pulling, using hands and fingers to operate office equipment and machines, and occasionally lifting and/or moving objects up to and including 25 pounds.
Working Conditions
Work is performed primarily in an office setting or a well-lighted and temperature-controlled working environment.
Equipment
Work shall be performed with tools, appliances and equipment approved by those agencies and bodies that have control, authority or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.
Equipment may include but is not limited to: multi-line telephone, computer, printer, fax, copier, scanner, 10-key calculator, and vehicle.
