City of Boston is Hiring a Procurement Officer Near Boston, MA

Overview

The mission of the Mayor’s Office of Housing is to make Boston the most livable city in the nation by working with communities to build strong neighborhoods through the strategic investment of public resources. MOH oversees programs that create and preserve affordable housing, support homeowners and renters, provide housing and services to homeless individuals and families, and dispose of city-owned property.

Brief Job Description:

Under the direct supervision of the Assistant Director for Contracts for MOH , the Procurement Officer is responsible for processing the procurement of contracted services and property dispositions; performing public bid and request for proposals openings; preparing and processing contracts; maintaining systems used to track (1) distribution of procurement documents submitted electronically and at the Bid Counter and (2) status of all contractual transactions processed.

Responsibilities

  • Composes advertisements for procurement of contracted services and property dispositions.
  • Reviews procurement documents for legal approval and forwards to advertising publications.
  • Prepares and distributes addenda to procurement documents.
  • Performs public openings and reading of sealed bids.
  • Provides technical assistance to MOH staff related to procurement and contract preparation.
  • Prepares, processes and distributes all contracts exceeding $50,000 , amendments and change orders until finalexecution, in a timely manner and in accordance with applicable federal, State, local laws and regulations and departmental policies and procedures.
  • Reviews contract documents to ensure they are accurate and complete.
  • Performs other related duties as required by this position.

Minimum Entrance Qualifications

  • At least three (3) years experience in a governmental contract department or related field.
  • Appropriate educational substitutions may be made.
  • Knowledge of regulations and statutes governing federally funded procurement, Massachusetts design andconstruction, public bidding, and advertising requirements.
  • Demonstrated ability to make practical applications of laws or regulations to specific cases.
  • Demonstrated organizational skills and attention to detail.
  • Excellent communication,interpersonal and customer service skills.
  • Strong computer skills, including knowledge of common office software applications (e.g., Microsoft Office, GoogleSuite).
  • Ability to exercise good judgement and focus on detail as required by the job.
