Description

Manages all aspects of the Industrial Pretreatment Program (IPP). Performs work for the water, wastewater and storm water divisions of the department.

Duties

This job description is illustrative only and is not a comprehensive listing of all job functions performed. The following are essential duties for this position, performed with or without reasonable accommodation:


Essential (primary)
Inspects industries and commercial facilities to enforce local, state and federally mandated pretreatment regulations and NPDES permit requirements.
Writes discharge and temporary discharge permits, enforcement orders, and notices and program reports for IDEM and USEPA.
Assists legal counsel and others with contracts, agreements, correspondence and compliance orders.
Reviews analytical data from dischargers assuring that data was collected and reported as required by 40 CFR 136.
Performs industrial discharge sampling as required.
Writes and issues temporary discharge permits for special projects of outside entities.
Establishes local discharge limitations for all industrial and commercial waste water dischargers in accordance with EPA and NPDES permit requirements.
Conducts field sampling and provides information and guidance to local limits consultants and regulators as required.
Makes recommendations to the Utilities Service Board on permit appeal cases.
Oversees the Fats, Oil and Grease Control Program (FOG), which includes supervising the IPP inspector and maintaining the FOG database.

Job Requirements

Minimum knowledge equivalent to a bachelor's degree in environmental science or a related field.
Minimum experience equivalent to five years of professional experience in the wastewater field.
Ability to obtain certification as an IWEA Registered Pretreatment Coordinator within 18 months of hire and Certified Pretreatment Coordinator within 3 years of hire.
Certifications such as Registered or Certified Pretreatment Coordinator (RPC/CPC) from Indiana or other states are preferred.
Knowledge of the industrial pretreatment requirements of the federal Clean Water Act and the Code of Federal Regulations (40 CFR 403 and related).
Ability to read and review engineering plans.
Ability to write technical reports and implement state and federal requirements by updating local regulations.
Ability to work in hazardous environments, including manholes, lift stations, wastewater treatment plants, and other industrial settings.
Ability to use Microsoft Word, database management software, GIS, and other software and equipment relevant to the functions of the position.
Ability to obtain a driver’s license

Difficulty of Work and Personal Work Relationship

Difficulty of Work
The incumbent performs duties that are broad in scope, requiring the ability to analyze and interpret a variety of significant and complex variables. This position requires the ability to interpret, adapt and apply a wide range of laws, rules, regulations and professional practices which are often vague and unclear to a variety of department-wide situations and cases. Work often includes the independent analysis of unusual circumstances, often technically complex in nature, to determine the best method to achieve desired results. Errors are not readily apparent through supervisory review and may result in the substantial loss of department monies and violation of federal, state and local rules and regulations.
Most work is performed in a modern office environment, with required site visits that expose the incumbent to industrial, construction and factory production hazards and all weather conditions. Incumbent may be required to perform tasks requiring moderate and heavy physical exertion.
Incumbent is frequently required to work overtime and attend evening meetings and maintains availability 24 hours per day in the event of critical situations and emergencies.
Personal Work Relationships
The employee in this position maintains frequent contact with department superior and subordinate personnel, independent contractors, consultants, local, state and federal government officials, media representatives, private sector business representatives and the general public for the purpose of coordinating and directing environmental supervision and compliance for a number of departmental activities.
