City Of Bellevue is Hiring a Clear & Grade Supervisor Near Bellevue, WA

We are looking for a Clearing & Grading Inspection and Review Supervisor to join our team. You will serve as first-line supervisor to Clearing & Grading Inspectors and Reviewers. You'llbe responsible for organizing and prioritizing work activities of staff, providing technical guidance, and resolving difficult disputes with contractors/developers/designers, homeowners, and staff. You'llbe responsible for the resolution of sensitive field and design situations, the coordination of review and inspection programs with contractors/developers/designers, and coordination with review and inspection staff in other divisions or City departments. You will play a strong leadership role with employees in setting standards for building safety, work performance, and citizen relations.

  • Attends and/or reports for pre-construction and construction phase meetings attended by architects, engineers, developers, and citizens to explain review and inspection standards and procedures.
  • Meets with contractors, owners, developers, and designers to discuss agreements or standards; develops technically sound solutions that meet all party’s needs.
  • Reviews employees’ plan review tasks and field inspection reports, listens to their concerns and, provides guidance in how to approach a situation or resolve an issue.
  • Prioritizes projects, and schedules staff time to meet overall construction goals and administrative deadlines.
  • Meets with plan review and inspection staff and other City departments to establish proper plan review and inspection sequencing and technical consistency.
  • Issues stop work orders or citations based on failures to comply.
  • Writes correspondence regarding compliance on specific issues and completes other written reports and records. Ensures all plan reviews and inspections are properly documented by reviewers and inspectors.
  • Provides input to managers on staffing needs and makes recommendations for staffing or budget changes or additions.
  • Participates in selection procedures for recruiting new staff and makes effective recommendations to hire, discipline or terminate personnel.
  • Provides performance feedback to employees through oral and written reviews.
  • Establishes work rules, procedures, and practices governing inspector and reviewer conduct on the job.
SUPERVISION RECEIVED AND EXERCISED:
  • Works under the general supervision of the Building Official and Development Services Department Director.
  • Exercises supervision over Clearing & Grading Reviewers and Inspectors and other technical and support staff, as assigned.
Education & Experience Requirements
  • Graduation from an accredited four-year college or university with a degree in engineering, geology, earth sciences, or environmental sciences.
  • Six or more years of progressively responsible related experience in the construction industry, plan review, and/or inspection.
  • Five or more years of supervisory or progressively responsible related experience.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
  • CPESC (Certified Professional in Erosion and Sediment Control) or CESCL (Certified Erosion and Sediment Control Lead) preferred.
Primary Experience
  • Knowledge of development standards, contract specifications and other local, state and federal regulations governing construction or development practices.
  • Knowledge of construction methods and materials and applicable plan review and inspection techniques.
  • Knowledge of contract administration and/or code compliance methods.
  • Knowledge of earthwork contractor practices.
  • Ability to communicate technical information and requirements in a clear and accurate fashion to a wide and diverse audience.
  • Ability to establish and enforce work standards for employees, including standards for safe conduct on the job.
  • Ability to make unpopular decisions independently and to know when to request assistance through the chain of command.
  • Ability to develop rapport with a wide variety of people, mediate conflict and elicit cooperation; ability to be assertive as the situation demands, deal with angry and upset people, and resolve sensitive disputes which may have a considerable financial impact on developer/contractor or the City.
  • Ability to plan, schedule, organize, and delegate work in a manner which will optimize use of time and employee skills.
  • Ability to coordinate workload and technical requirements with other staff.
  • Ability to write clear, narrative reports and to establish standards for documentation.
  • Skilled in problem-solving and finding mutually beneficial solutions.
  • Excellent interpersonal skills.
  • Effective oral and written communications skills.
  • Sensitivity to community interests and citizen concerns.
