Ability to comprehend and make inferences from sometimes technical material such as laws, rules, ordinances, regulations, and procedures governing public procurement, i.e., City Procurement Code, Arizona Revised Statutes, Contracts, vendor letters, etc.
Ability to make basic to complex arithmetical computations (multiplication, division, percentage calculations, addition, and subtraction). Review of bids will require computation on unit costs, and sales taxes utilizing various rates and contract price comparisons.
Ability to compose written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar. Composes council reports for contacts awards, policies and procedures, technical specifications, and contract terms.
Work requires supervising and monitoring performance for a regular group of employees in a work unit including providing input on hiring and disciplinary actions, work objectives/effectiveness, and realigning work as needed. Planning responsibilities include managing the work in the procurement division and prioritizing and delegating projects.
Prepares documents and research to justify the usage of specified language for the department and its budget allocations.
Work is widely varied, involving analyzing and evaluating many complex and significant variables. City-wide policies, procedures, or precedents are developed and/or recommended.
This position has contact within and outside the organization to include municipalities and government agencies for grant funding. Internal contacts may involve similar work units or departments within the City, which may be involved in decision-making or providing approval for purchases and projects. Vendors and suppliers may also be called upon for information on purchases, supplies, or products. Working with the public and citizens may also be required.
Employee must maintain regular work hours. Ability to work in a constant state of alertness and safe manner.
