City of Avondale, AZ is Hiring a Risk Manager Near Avondale, AZ

Job Description

The City of Avondale has an opportunity for a Risk Manager with the Avondale Human Resources Department. This is a FLSA Exempt, full-time position with benefits.
This position is open continuously. Review of applications will be conducted on Monday, April 29, 2024, and weekly thereafter.
Responsible for administering the City’s risk and safety program including ensuring adequate insurance coverage for various liabilities throughout the City. Collaboratively works with various departments, including, the City Attorney’s Office, in administering the self-insurance trust fund and claims against the City.

Essential Functions

Develops and implements program policies and procedures; ensures conformance of program operations to standards and regulations. Meets with other City department directors and division managers to address safety, insurance and liability concerns, which relate to Risk Management.
Researches and evaluates the City’s exposure to loss and potential risks; recommends and implements methods to reduce, eliminate or transfer potential losses and risks to the City.
Determines which City assets require purchased insurance coverage and which are appropriate for self-insurance of risk. Collaborates with internal departments to review coverage requirements to determine appropriate type and level of coverage.
Procures property and liability insurance, as required, in order to conserve the resources of the City; and, provides technical assistance in evaluating proposed insurance contracts.
Works in conjunction with the City Attorney’s Office to investigate and take appropriate settlement action for liability and property damage claims;
Administers the City’s self-insured, worker’s compensation plan.
Serves as the City’s liaison with consultants and attorneys contracted by the City Attorney’s office to review general liability, claims, other insurance programs, and agencies contracted by the City to investigate claims against the City.
Serves as the City’s ADA Coordinator responsible for compliance with section 504 - Title I, II, III & IV regulations. Reviews and coordinates compliance of City facilities with the Americans with Disabilities (ADA) Act and is the liaison to the City in interpreting applicable codes, managing inquires and grievances from the public, and providing assistance on the accessibility of buildings, facilities, programs, and services.
Prepares and administers the Risk Division’s approved budget. Monitors expenditures to ensure budgetary responsibility while identifying areas of additional funding needs throughout the fiscal year.
Prepares and presents reports and statistical data relating to risk management operations and program performance. Ensures compliance with various programs by submitting necessary reports.
Advises managers and supervisors on loss control trends and potential sources of risk.
Oversees the City’s safety program, including supervising the Safety Officer. Provides guidance to the Safety Officer while monitoring their performance. Ensures the City’s overall safety program is in-line with the overall vision for the City.
Performs other duties as assigned.

Minimum Qualifications

Bachelor’s Degree in Risk Management, Insurance, Occupational, Health & Safety, Business Administration or related field. Master’s Degree preferred.
Five (5) years of related experience and two (2) years of supervisory experience; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
General knowledge of ADA regulations as they pertain to City government preferred.
Valid Arizona Class D Driver’s License at time of hire.

Work requires the ability to interpret and apply applicable laws, codes and regulations related to safety and risk management issues.
Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, geometry and division.
Work requires the ability to write technical and quantitative documents, policies and procedures.
Actively participate in professional organizations and committees related to safety and risk management issues.
The incumbent prepares documents and does research to justify language used in documents for a unit of a department and may recommend budget allocations.
Work is widely varied, involving principles and practices of risk management and principles of risk assessment and safe work practices. Citywide policies, procedures, or precedents are developed and/or recommended. Knowledge of techniques and methods of modern safety administration and loss control—principles of effective training and program management.
The incumbents in this position contact others within the organization. These contacts may involve similar work units or departments within the City such as Field Operations, Police, Fire and Utility Services which may be involved in decision making or providing approval or decision making authority for training needs or projects. In addition, these incumbents work with individuals outside the City who may belong to professional or peer organizations. Working with various state and federal agencies may also be required of the employee. Meetings and discussions may be conducted with internal and external customers. Employee must maintain regular attendance and work in a safe manner.
