General Description and Classification Standards

This position implements and oversees all programs for the Recreation department by developing and supervising programs, directing activities, assisting with interdepartmental projects, and, processing associated paperwork. This is an experienced, professional level capable of carrying out most assignments typical of the profession with limited guidance or review. This level would be considered a promotional level and attainable by any incumbents in a work group who demonstrate the necessary knowledge, ability, and performance. Could be the only professional in this specialty in a work group. Supervision Received Works under very general supervision. Works independently with responsibility for an assigned functions and/or programs.

Essential Duties & Responsibilities

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned. Evaluates operation and function of facilities/programs and makes improvements to increase efficiency and quality of services Submits reports regarding budget ledgers, program/event participation, safety concerns/hazards, and maintenance issues. Develops and coordinates recreation program activities and plans for special events. Maintains communication between participating and non-participating agencies, citizens' committees, and city departments. Establishes inter-agency Councils, attends meetings pertaining to recreation activities, facilities, and programs. Prepares, receives and/or reviews various documentation including grant proposals/applications, neighborhood comprehensive planning, purchase orders, and general correspondence. Develops and conducts training for recreation employees, particularly temporary and part-time staff; coordinates and schedules program volunteers.

Decision Making

May make purchasing or resource allocation decisions within organization guidelines. May interpret organizational policies and recommend exceptions. Selects from multiple procedures and methods to accomplish tasks. Establishes work methods, timetables, performance standards, etc. May commit department to action.

Leadership Provided

Has managerial authority over a group of professional employees and/or a group of professional, technical, or administrative employees with multiple intermediate supervisors and/or team leaders.

Knowledge, Skills & Abilities

Knowledge of management and financial practices, policies and procedures as necessary in the completion of daily responsibilities. Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job. Excellent verbal and written communication skills. Proficiency in MS applications (Word, Excel, Access, etc.). Ability to read, understand, and interpret financial reports and related materials. Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals. Ability to develop and administer operations and staff plans and objectives. Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency. Ability to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs, etc. Ability to communicate and interact with elected officials, management, employees, and members of the general public. Ability to assemble information into written reports and documents.
