  • INTERNAL PROMOTIONAL ONLY OPPORTUNITY*To oversee, plan, prioritize, assign, supervise, coordinate, review and participate in the work of staff responsible for performing a wide variety of parks, landscaping, urban forest, facility, street, sidewalk and storm system maintenance activities within the Streets, Landscaping, and Building Maintenance Divisions of the Public Works Department; to perform the more complex tasks of the work unit; and to perform a variety of duties relative to assigned area of responsibility.SUPERVISION RECEIVED AND EXERCISEDReceives general direction from the Director of Public Works within a framework of legal requirements, policies and established organizational values and processes with independence of action to meet changing operational conditions.Exercises direct supervision over all levels of staff assigned to the Streets, Landscaping and Building Maintenance Divisions.
EXAMPLE OF DUTIES
Essential and other important responsibilities and duties may include, but are not limited to, the following: Prepare and administer assigned program budget; submit budget recommendations; monitor expenditures.Prepare analytical and statistical reports on operations and activities.Direct, coordinate and review the work plan for maintenance and repair of assigned park, urban forest, buildings and facilities; assign work activities and projects; monitor work flow; inspect job sites daily for work progress.Create and implement goals and objectives; implement approved policies and procedures.Prepare and present staff reports for City Council, Parks and Recreation Commission and other Boards and Advisory Committees as necessary.Plan, prioritize, assign, supervise, review and participate in the work of staff responsible for performing a wide variety of maintenance activities within the Streets, Building Maintenance and Landscaping Divisions.Establish schedules and methods for providing maintenance services; identify resource needs; review needs with appropriate staff; allocate resources accordingly.Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.Develop policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make changes and improvements to existing standards and procedures.Supervise and evaluate the performance of assigned personnel; develop and implement work and standby schedules; provide or coordinate employee training and conduct annual performance review of personnel assigned to the Streets, Landscaping and Building Maintenance Divisions.Provide or coordinate staff training; work with employees to correct performance deficiencies; prepare and recommend disciplinary actions for work performance deficiencies of assigned employees.Perform the more technical and complex tasks of the work unit including coordinating department work activities with other departments and outside agencies.Prepare daily reports detailing production and work activities performed; track materials used in activities and equipment needed to perform duties; prepare monthly and annual reports for all phases of streets, landscaping and building maintenance operations.Coordinate participation in the City's Safety Committee to identify potential safety problems; promote and implement safety procedures and training; conduct routine safety inspections of work areas and procedures.Establish routine, documented inspection programs for playgrounds, fire extinguishers, generator start-up and facility CalOSHA / OSHA compliance.Authorize purchases for operational materials; ensure equipment, materials and contractual services are purchased in compliance within established guidelines.Respond to customer complaints and requests for maintenance services related services; discuss service requests with the public in the field and resolve problems.Inspect the work of contractors involved in the installation of capital improvement projects; review plans and resolve problems.Direct, coordinate and review the work plan for maintenance and repair of streets, gutters, sidewalks, storm drains, bridges, signs, striping and other assigned city infrastructure.Conduct routine inspections of work sites for vandalism and graffiti; take corrective action to ensure timely abatement activities occur.Oversee, coordinate and participate in a variety of maintenance activities including landscaping, general grounds clean up, building maintenance, garbage and waste collection, pruning and tree care, the installation and repair of irrigation systems; and concrete work and basic carpentry work as required.Estimate time, materials and equipment required for jobs assigned; requisition materials as required.Schedule and coordinate with other departments facility set-up for special events, training classes and programs.Respond to emergency situations during off-hours, as required.Manage regulatory compliance processes and procedures in coordination with regulatory agencies to ensure compliance with Federal and State laws and regulations pertaining to storm water, air quality and other related environmental compliance matters.Monitor changes in laws, regulations and technology that may affect division operations; implement changes to policies and procedures after approval.Serve as the City's liaison to community groups and organizations such as the Arroyo Grande Tree Guild, Arroyo Grande in Bloom, and the Elm Street Dog Park Association.Function as the City's Property Manager, reviewing and coordinating the implementation of the appropriate lease agreement, terms and requirements as they apply to the City's property maintenance responsibilities and obligations.Attend meetings and training as required.Respond and perform assigned duties in the event of a City declared emergency.Perform related duties and responsibilities as required.
SUPPLEMENTAL INFORMATION
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Six years of increasingly responsible maintenance experience, including two years of administrative and supervisory responsibility.Education: Equivalent to a Bachelor's degree with major course work in construction management, landscape management or other closely related field.License or Certificate: Possession of a California driver's license at the time of appointment and must be maintained throughout employment.Possession of, or ability to obtain within one year, an appropriate valid Qualified Applicator's certificate as required by assigned position.Possession of, or ability to obtain within one year, an appropriate valid Hazardous Materials Emergency Responder Certification.WORKING CONDITIONSEnvironmental Conditions: Office and field environment; may travel from site to site; exposure to computer screens; noise, dust, grease, smoke, fumes, gases; electrical energy, radiant energy; potentially hazardous chemicals; moving objects/vehicles; work in or with water; work around heavy construction equipment.Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for walking, standing or sitting for prolonged periods of time; heavy, moderate or light lifting and carrying; pulling, pushing, reaching; operating motorized equipment and vehicles.
