Under general supervision this grant funded position is responsible for quality control, program evaluation, and compliance with federal and state regulations and local program policies and standard operating procedures related to programs operated by Housing. This position will evaluate the impact of funding and provide summary reports on findings and other related analyses and reports.
ESSENTIAL JOB FUNCTIONS
1. Set and maintain a monthly Quality Control (QC) Schedule for all programs; review client files and discuss any compliance issues with appropriate staff and/or management; positively work with staff members to correct compliance issues and provide training in proper procedures; recommend changes in procedures that would enhance the Housing Authority's ability to comply with regulatory requirements.
2. Evaluates complicated data sets and systems, analyzes trends, creates reports and data analysis for management and external partners. Prepares periodic and ad-hoc reports regarding program activities and performance for submission to a variety of audiences.
3. Prepares for and leads the Section Eight Management Assessment Program review for the Housing Choice Voucher Program.
4. Uses available tools and reports from the US Department of Housing and Urban Development to ensure program compliance, identify and investigate anomalies, and make recommendations for compliance.
5. Responsible for preparation for and assistance during internal and external audits to include review of program participant files, financial records, and other elements of audits.
MINIMUM QUALIFICATIONS
Knowledge, Skills and Abilities Required:
QUALIFYING EDUCATION AND EXPERIENCE
Bachelor's degree in business administration, public administration, public policy, statistics, educational research or a related discipline. Minimum of two-years of experience with the Housing Choice Voucher program, auditing, or program evaluation preferred; or any equivalent combination of education and experience.
BACKGROUND REQUIREMENTS
Must successfully complete pre-employment screens including criminal background check.
