Position Function Provide professional engineering project management, technical expertise, and assistance for City's capital improvement projects. Serve as Department/City liaison with regulatory agencies.
Tasks/Duties - Manage the design and implementation of variety of transportation, neighborhood enhancement, water, sewer, and reclaimed water, capital improvements projects.
- Provide engineering support and project management to other departments on complex capital improvement and repair and rehabilitation projects.
- Direct the preparation of plans, specifications, and contracts for the construction and maintenance of public facilities.
- Oversee the acquisition of property related to the implementation of Capital Improvement Projects. Assist with the creation of the various needed agreements and coordinate closely with property owners related to the acquisition process.
- Assist the Public Works & Utilities Development Manager with review of private development projects for compliance with City codes and standards.
- Prepare and submit required reports on Division's activities, or respond to requests for technical and operational data, as required.
- Assist with the development of the Division's budget, and prepare the necessary specifications for supplies and equipment, five-year Capital Improvement Plan, annual budgets, and quarterly reports.
- Coordinate with other local, state, and federal agencies and represent the Department at various committees, boards, and agencies as directed by the City Engineer or the Department Director.
- Provide engineering support to utility field crews with any necessary in-house repair and construction efforts.
- In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
- Completion of the required trainings as specified within the City's Comprehensive Emergency Management Plan.
- Be available for emergency calls on a 24-hour basis, 7 days per week, unless excused by the Director.
- Drive to and from various city work locations. Perform additional duties as assigned. Be available for emergency call-outs.
Qualifications MINIMUM QUALIFICATIONS: - Bachelor's Degree in Civil and/or Environmental Engineering or closely related field.
- Four (4) years' experience in engineering design and project management for transportation, stormwater, water, sewer, reclaimed water, and other Public Works projects.
- Valid driver license. Must obtain a State of Florida driver license within thirty (30) days of employment.
PREFERABLE QUALIFICATIONS: - Engineering Intern (E.I.) and/or Registration as a Professional Engineer in the State of Florida.
- Master's Degree in Civil or Environmental Engineering or closely related field.
- Strong background in both civil and environmental engineering.
- Completion of Temporary Traffic Control (TCC)/Maintenance of Traffic (MOT) Training. Must complete within two (2) years of employment.
Supplemental Information Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and the CJIS (Criminal Justice Information Services) Security Clearance process to include national fingerprint-based records check and approval for controlled access to protected information.
Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).
Position is considered at-risk for exposure to Hepatitis B during performance of regular duties. An acceptance/declination of vaccination form is required.
