City Of Hopewell is Hiring a Senior Financial Analyst Near City of Hopewell, VA

Develop, analyze, and validate financial data; research and interpret accounting standards and other guidance; prepare financial statements and other financial reports (external and internal); document financial processes and procedures; support year end external financial audit; provide financial analysis support to departments and divisions. Assist in developing new processes to improve financial reporting. Perform grant accounting and financial reporting. Coordinate the annual preparation of the Special Revenues / Quasi Enterprise Beacon Theater Fund financial statements. Administer the City’s fixed assets.

1. Researches, analyzes, interprets, and synthesizes large amounts of diverse and complex information, financial forecasting and business analytics. Review and provide analyses for, about, departments’ fiscal performance and financial position.

2. Provides detailed research and analysis in the feasibility, evaluation, assessment, recommendation and development of key performance metrics with focus on a department, function, or program.

3. Researches, analyzes and interprets complex information such as legislative, demographic, economic and fiscal developments and trends, to aid management in making decisions to resolve critical issues or problems and for displaying potential patterns and trends. 

4. Prepares or oversees the preparation of financial reports (external and internal).

5. Gathers, interprets, and prepares data for studies, reports, and recommendations.

6. Provide assistance and support with year-end procedures and financial reporting. Assist with annual audit. 

7. Interpret and assist in the compliance with generally accepted accounting principles (GAAP) and regulatory standards. 

8. Participate in the implementation of new accounting standards. Serve as the financial reporting subject matter expert. 

9. Compile data related to require reporting such as Schedule of Expenditures of Federal Awards, the Commonwealth of Virginia Auditor of Public Accounts Local Government Comparative Cost Report and Cost Allocation Plan. 

10. Coordinate the annual preparation of the Special Revenues / Quasi Enterprise Beacon Theater Fund financial statements.

11. Communicate and provide support to departments related to grant accounting and financial reporting.

12. Administers the City’s fixed assets via verification of records, annual physical inventory, disposal of surplus property and annual depreciation:

a. Research purchase history for a given fiscal year to locate all fixed asset expenditures

b. Enter fixed asset information into MUNIS fixed asset module

c. Create audit spreadsheets on capital assets for the Annual Comprehensive Financial Report (ACFR)

d. Maintain fixed asset database to include fixed asset entry, retiring assets and calculating depreciation of capital assets

13. Provide support to the Finance Director with financial reporting and other duties as assigned.

Minimum Education and Experience:

  • Bachelor’s degree in Accounting, or related field. Public accounting experience and progressive experience in government accounting and reporting or equivalent combination of education and experience.

Knowledge:

  • Thorough knowledge of generally accepted accounting principles, governmental accounting standards and financial reporting. Knowledge of the laws, ordinances and regulation governing municipal financial matters, including Virginia Auditor of Public Accounts standards as required.

Skills:

  • Training, troubleshooting, analytical, and quantitative skills.Project-management skills, communication, consulting, organization, and time-management skills.

Abilities:

  • Operate a computer, calculator and other standard office equipment; use accounting, spreadsheet and word processing software programs; organize and prioritize work in order to meet deadlines; interpret, apply and reach sound decisions in accordance with laws, rules, regulations and department procedures; make calculations and tabulations and review fiscal and related documents accurately and rapidly; use correct English, including spelling, grammar, and punctuation; understand and carry out written and oral instructions; prepare, file and maintain clear and accurate financial records and reports; work effectively and courteously with City staff, vendors, contractors, auditors and others encountered in the course of work.
