Employer will not sponsor visas for position As a member of the refinery Senior Management Team, the Manager Human Resources oversees and directs all human resources activities for the Corpus Christi Refinery. Responsibilities include recruiting, employment, employee relations, labor relations, compensation/wage administration, employee and management development, employment law administration and recreational activities. This position advises and counsels department heads in the initiation, planning and implementation of personnel administration and budgeting programs to ensure proper business practices and to enhance and maintain the facility's competitive position. Preferred
Bachelor's Degree and 10 years of job- related experience in HR, labor relations and administration preferably within multi-facility exposure including assignment to the corporate HR group -OR- 14 years of job-related experience without a degree.

A bachelor’s degree in HR, organizational development, industrial/organizational psychology, business administration preferred.
Proven leadership experience in managing a team and achieving results.
Knowledge of full lifecycle recruiting, people metrics, problem solving, continuous improvement, and training methodologies.
Must have handled complex employee relations cases with detailed understanding of the investigation process, federal and local employment laws, and methods to mediate risk.
Experience with labor organization or union workforce is required.
Strong communication skills, ability to market and champion a refinery wide people strategy/roadmap and ability to professionally interact with external partners, internal stakeholders including a diverse employee base.

Serve as member of refinery VP's staff which has overall responsibility for the safe, environmentally sound, efficient, and profitable operation of the refinery to maximize return on investment. Supervise and manage the human resources staff to achieve departmental and organizational goals and objectives.
Counsel and advise management, supervisors and employees on the provisions and application of personnel policies and procedures and employment law. Support and assist managers and supervisors to operate more efficiently through promotion of more effective performance of people, ensuring the availability of a qualified work force and promoting programs to achieve optimum motivation and effective utilization of human resources.
Serve as key committee member in contract negotiations with the bargaining unit. Represent management and ensure appropriate representation in collective bargaining day-to-day activities, including grievance processing, arbitration, and contract administration.
Manage total compensation programs for salaried and hourly employees at the refinery including administration of merit planning, bonus programs, salary market reviews, etc. Ensure development and application of management development plans (MPDs) and succession planning. Administer educational and/or employee development plans within policy and to meet business objectives.
Serves as the Ethics and Compliance Ambassador for the business unit including leading and coordinating the development of an annual ethics and compliance plan as well as promoting the CITGO Code of Business Conduct and Ethics.
Ensure that the human resources information in SAP and other related systems is maintained and updated appropriately within defined policies, procedures, and security.
Administer employee relations/recreational activities to enhance the quality of work life for employees and families and develop and maintain an open environment of communication with the workforce.
