Summary

Summary

The Birth to Three Specialist provides coaching and professional development in Region 6 (Mecklenburg, Cabarrus, Union, Rowan, and Stanly counties) for licensed child care programs and educators serving children birth to age three to improve the quality and availability of child care. 

Duties

Essential Functions

  • Work collaboratively with the region's CCR&R quality improvement staff and all other individuals providing technical assistance and training to the region's child care educators and programs serving children birth to age three. 
  • Work collaboratively with licensing consultants, abuse and neglect consultants, early intervention specialists, community college educators, child care health consultants, and health inspectors working with the region’s child care educators and programs serving infants and toddlers.
  • Deliver Infant/Toddler Safe Sleep and SIDS Risk Reduction in Child Care (ITS-SIDS) prevention trainings.
  • Recruit and maintain a caseload of Practice-Based Coaching (PBC) participants serving children birth to age three according to project parameters and protocols towards the overall project goal of improving the quality and increasing the availability of child care services for children birth to three throughout the region. 
  • Recruit and publicize project services and activities on an ongoing basis.
  • Determine needs and disseminate approved grant-funded materials (as available) to child care programs and/or families within the region.
  • Work collaboratively with Birth to Three (B3) Specialists from across the state and the statewide project management team at Child Care Services Association.
  • Gather and maintain all necessary paperwork including applications, contracts, program plans, site visit summaries, etc. on each program/participant in caseload.
  • Meet all regional outcomes of the state’s Birth to Three Quality Initiative (B3QI).
  • Participate in the B3QI project evaluation plan.
  • Attend all trainings and meetings required of the B3 Specialists. 
  • Prepare and submit all required reports.
  • Participate in and promote a positive image of CCRI and the B3QI project at sponsored events, meetings, and conferences. 
  • Perform other tasks as needed to further project and agency’s mission and goals.

Qualification Requirements

Performance requirements include timely and appropriate communications within and external to the organization, compliance with policies of CCRI and the Division of Child Development, maintenance of confidentiality and advocating for children and families in support of the agency mission and goals.

Minimum Qualifications

  • Bachelor’s Degree in Early Childhood Education or Child Development. 
  • At least two years of experience in direct service and management working with children birth to three and their families or programs that serve them.
  • At least two years of experience providing technical assistance to child care educators/programs to advance quality.
  • Hold or obtain (within 18 months of being hired) a Technical Assistance Endorsement from the NC Institute for Child Development Professionals.
  • Program for Infant Toddler Care (PITC) certified, LITL Certificate holder or willingness/ability to successfully complete one or both programs.
  • Excellent oral and written communication skills required.
  • Highly developed quantitative ability required.
  • Highly developed analytical thinking and problem solving required.

Knowledge, Skills and Abilities 

  • Ability to establish good rapport with parents/families, child care educators/programs, and CCRI staff.
  • Demonstrated competence and experience with computers and database systems.
  • Valid Driver’s License, Auto Liability Coverage, and Transportation.

Supervisory Responsibilities

The position has no supervisory responsibilities.
