Child Action, Inc. (CAI) is a private, non-profit corporation created in 1976 to promote the education and social welfare of children and families and to advocate on their behalf. Our programs include resource and referral services for families seeking child care, child care subsidies for qualifying families, recruitment and professional development of the child care workforce, and family education and support.
We are seeking individuals who are highly organized, have the ability to multi-task, provide excellent customer service, have good problem solving skills and have the ability to understand the problems and issues facing families from a variety of ethnic and economic communities.
Position Purpose & Scope:
Under the general direction of the Human Resources Manager, the Human Resources Specialist-C&C/R&S (Classification & Compensation/Recruitment & Staffing) independently performs the more varied and complex analytical staff work as it is related to classification, compensation, recruitment and staffing. The Human Resources Specialist will provide guidance and consultation to managers and supervisors in the analysis, interpretation, and application of Human Resources rules, regulations, as well as Departmental policies and procedures related to Classification and Pay, Recruitment and Staffing.
Typical Duties:
  • Performs complex classification and pay studies
  • Create and update job descriptions and conduct job analysis to determine appropriateness of personnel action requests, re-organizational and staffing requests
  • Provide guidance and consultation to managers and supervisors in the interpretation and application of Human Resources rules and regulations related to classifications and pay
  • Analyze and interpret data as required to support HR strategy in core functional areas
  • Partner with the business to drive accountability around employee performance standards
  • Identify employee and organizational needs on an on-going basis and coach management to respond to these needs
  • Develop and lead processes to identify, attract, reward, develop and retain a high-quality workforce
  • Establish a development focused culture that enables succession planning and retention of high potential talent
  • Ensure HR functional excellence in core processes such as talent acquisition
  • Administers the agency recruitment process managing all job postings and advertisements
  • Performs all applicant tracking system tasks to ensure that timelines and policies are followed
  • Assists in the recruitment and selection of employees
  • Performs pre-employment verification of candidate’s employment history
  • Stays current with recruitment and onboarding trends and recommend enhancements
  • Creates and maintains recruitment files
  • Prepares written correspondence, reports and responses related to Human Resources processes and procedures
  • Participates in special projects
  • Conducts research for Human Resources Management and make recommendations on human resources processes and procedures
  • Represents Child Action, Inc at job fairs, conferences, meetings, and forums
  • Provides recommendations on policies, procedures and reporting for compliance
  • Serves as a consulting resource for employees
  • Assists in managing safety program and perform workstation ergonomic evaluations
  • Coordinates and processes county security clearances for CalWIN access or required positions
  • Performs other job-related duties as assigned
