Bachelor's degree in Human Resources, Business, Public Administration or a related field; four years of professional experience in human resources, preferably in employment areas of recruitment and selection; or an equivalent combination of training and experience. HR certification and three years of progressively responsible experience in human resources is preferred. Excellent written and oral communication skills are essential. Strong personal computer skills including Microsoft applications and an aptitude to learn other computer software required. Ability to prioritize multiple tasks in order to meet strict deadlines. Good knowledge of principles and practices of human resource management, EEO laws, and local government. Assists with coordinating the county's recruitment and selection processes; provide consultation to assigned departments; reviews new hire paperwork to ensure that county policies and practices have been followed; facilitates new employee orientation for onboarding new hires; reviews new hire paperwork to ensure it is accurate and complete; processes electronic personnel actions for employment transactions; handles inquiries from applicants regarding the application and hiring process; reviews and approves DMV record check requests; trains new department liaisons on employment policies and procedures; represents the county at career fairs and community outreach programs; reviews employment processes for automation enhancements as needed; serves as HR representative on interview panels as requested; develops written and statistical HR reports on a routine basis. Chesterfield County is in the process of implementing a new Enterprise Resource Planning (ERP) system, supporting automation and processes in finance, human resources, payroll, procurement, and other county-wide business functions. This position may assist in the ERP implementation during the HR configuration and testing phases as needed to support the project. Prior related skills and experience providing system support, consulting with internal customers, report writing, maintaining integrity and confidentiality of system data, conducting business user testing, troubleshooting system related issues, and developing training materials and system documentation are a plus.
