Summary

The Children’s Behavioral Health Clinical Coordinator is responsible for ensuring that clinical, administrative, programmatic, and contractual requirements/processes for children’s behavioral health services are implemented for the HealthChoices program across all the human services and juvenile justice departments. Review, coordination, and policy direction related to services, programs, complaints, and grievances. A person in this position is expected to demonstrate the system of care practice model, which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.

Essential Duties

• Provide clinical and programmatic leadership for the County’s children’s behavioral health system including oversight of the BH MCO’s contractual obligations – federal, state, and county. Ensure that children’s behavioral health services are of the best quality and that providers and the Behavioral Health Managed Care Organization (BH MCO) adhere to medical assistance (MA) regulations and DHS requirements.
• Serve as point of contact for high-profile, high-risk consumer/member situations. Resolves access and quality of care problems and communicates accordingly to all required entities.
• Serve as clinical leadership/point of contact and liaison to the Department of MH/IDD and other Departments related to children’s behavioral health services, mandates, and community communication. Serve as member and co-facilitator of the Children’s Mental Health Leadership Group and ensure accomplishment of goals associated with the 5-year plan.
• Provide clinical, programmatic, and technical leadership and assistance to contracted providers. Serve as “point of contact” with all other county departments regarding program development, implementation and oversight of requirements related to children’s behavioral health services and quality assurance. This includes services that may have braided funding such as MST and CRT and other evidence-based programs.
• Have a strong understanding of all State and Medical Assistance regulations related to children’s behavioral health services.
• Oversee providers with provisional licenses, Quality Improvement Plans, and/or Corrective Action Plans. Make recommendations on the outcomes and monitoring. Includes review of Significant Member Incident Reports.
• Develop, implement, and provide oversight of targeted contracts related to children’s behavioral health services. Includes contracts, budgets, reporting and oversight. Work in partnership with MH/IDD to coordinate any braided funded, contractual requirements, communication, and mandates.
• Serve as liaison and handle inquiries from members, providers, schools, county departments, and from DHS and ensure appropriate responses to calls from members. Ensure integration with all Human Services Departments’ internal practices.
• Serve as a Project Manager for projects related to children’s behavioral health services. Ensure coordination and implementation of cross systems review of targeted projects/services, quality audits and necessary problem solving/investigation related to concerns/issues/problems.
• Prepare and distribute all State OMHSAS and County required reports in a timely manner.
• Perform other duties, tasks, and special projects, as required.

Qualifications/Preferred Skills, Knowledge & Experience

• Master’s degree in the social services field and three years of job-related experience in clinical children’s behavioral health that included clinical program development and implementation, group facilitation and training and supervision experience; or equivalent combination of education and experience. Direct experience with insurance managed care practices.
• Strong understanding of managed behavioral health contracting, practices, and clinical best practices for children’s behavioral health.

Preferred Skills, Knowledge & Experience:

• Master’s degree in social work, psychology, or other related field; three years of job-related experience and/or training; or equivalent combination of education and experience; direct clinical behavioral health treatment, management, and supervision
• Licensure of LPC or LCSW (or similar clinical license) preferred
• Advanced knowledge and understanding of HealthChoices and managed care framework
• Advanced knowledge of behavioral health policies
• Advanced knowledge and experience in the child serving system

Physical Demands:

While performing the duties of this position, the employee is frequently required to sit and talk or hear. Occasionally, the employee will need to stand; walk; bend at the waist or work bent at the waist; twist or rotate at the waist; climb stairs; and drive a vehicle during working hours. On rare occasions, the employee will need to reach or work with arms above shoulder height; kneel, stoop, crouch, or squat; and work with an uncommon level of noise.
