County of Chester is Hiring a MH Program Specialist 1 - Recovery Systems Coordinator Near Westtown, PA

The Chester County Department of Mental Health/Intellectual and Developmental Disabilities is seeking a dynamic individual to serve as the Recovery Systems Coordinator (MH Program Specialist 1). The position provides administrative-level responsibilities for:Developing and maintaining a recovery-oriented system of care; Oversight of community integration, psychiatric and social rehabilitation services; Collaborate with county and community-based stakeholders, offering community outreach and education related to programs and services; Ensure regulatory and contractual compliance; andMonitor service authorization, invoicing, and State reporting requirements.The incumbent liaisons with other governmental agencies (federal, state, and municipal) and the community and therefore requires strong decision making, prioritizing, and planning skills, as well as excellent communication skills. The position requires creativity, initiative, and the ability to establish and maintain effective collaborative relationships with professionals, community stakeholders, and the public.Developing and maintaining a recovery-oriented system of care. 

The Core function of the Mental Health Unit is to administer funds and oversee contracted program operating standards to provide recovery oriented, evidence-based mental health services and supports for eligible children and adults who are in the priority categories described by the State.
Mental Health Program Specialist I includes four different specialist areas each serving different target populations and serving different functions. All specialist positions include the essential duties, tasks, and responsibilities referenced below.
Examples of Mental Health Program Specialist I Duties:
 
Intensive Clinical Services Coordinator: Provide program development and oversight of intensive clinical programs, state hospital admissions/discharges, regional program collaboration and care coordination, and community program planning for individuals with serious mental illness.
 
Recovery Systems Coordinator: Provide program development and oversight, enhancement, and development of peer support, employment, volunteer, educational, supported living, and community integration opportunities.
 
Children’s Mental Health Services Coordinator: Provide program development and oversight of children’s clinical services and supports, working in collaboration with child serving systems, and community education and outreach.
 
Mental Health Court Coordinator: Provide oversight and carry out the mandates of the Commonwealth regulatory and legal standards and to ensure compliance and service delivery across the service system.

Child Abuse, State Police and FBI clearances are required. Clearances must be obtained 90 days or less from the start date. In addition, an online assessment will be required. Final candidates will be required to complete required documentation granting permission for the County of Chester to obtain a 3 year Motor Vehicle Record (MVR). 
A person in this position is expected to demonstrate the system of care practice model, which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.

  • Work in accordance with ROSC (Recovery Oriented System of Care) principles, supporting person-centered, community-based, cross-system collaborative, culturally competent, best-practice services. 
  • Serve as office-hours duty mental health delegate, in accordance with the Mental Health Procedures Act, to evaluate and approve or deny petitions for emergency involuntary commitment and respond to requests for information from the public.
  • Maintain up- to- date knowledge and understanding of resources and regulations. 
  • Provide information as needed about mental health resources to a multitude of stakeholders.
  • Review and approve/deny routine and ad-hoc requests for County base funding for e.g. prescriptions, inpatient treatment and other services within the scope of the department. 
  • Enter data accurately and timely in designated databases as required. 
  • Compile and submit reports as required. 
  • Carry out contract oversight of operations of designated programs and services. 
    • Field oversight of designated programs and services
    • Conduct site visits as needed for contract compliance audits (review documentation, assess site(s) for health and safety and performance standards)
    • Resolve authorization and billing questions.
    • Provide consultation and technical assistance for system improvement.
  • Assist in the writing and applying audit findings to enhance contract Program Descriptions and Deliverables. 
  • Assist in developing new policies and procedures to improve functioning of Provider network.
  • Act as liaison to designated Local, State, and Regional Departments, and community organizations.
  • Attend, coordinate or facilitate committee meetings as required or needed. 
  • Manage development projects, as required, including responsibility for the full range of project management duties:
    • Schedule all team activities
    • Research and prepare materials for the project team.
    • Chair team meetings
    • Manage communication within the project and between project team and senior management.
  • Identify, develop, and facilitate training needs/opportunities within the county community system.
  • Attend work-related trainings and conferences. 
  • Participate in health fairs and expos on behalf of MH/IDD.
  • Perform other duties, tasks and special projects as required. 
Minimum Requirements:
  • Bachelor’s degree from an accredited college or university in Social Work, Psychology, Counseling, Social Services, Public Health, or related field.
  • Two years of professional experience in public or private mental health/social work agency
  • Must have a valid driver’s license and use of a private vehicle.
  • Must be willing to travel.

Preferred Skills, Knowledge & Experience:
  • Working knowledge of the Recovery Oriented System of Care Model.
  • Strong professional ethics, including an understanding of the need for confidentiality, respect, and equal treatment for individuals receiving services. 
  • Strong working knowledge of DHS State and Federal regulations
  • Knowledge of evidence-based practices for children & adults
  • Ability to read and interpret data, - including fiscal and contract utilization data. 
  • Strong organizational skills, including time management, & task prioritization. 
  • Good project management skills.
  • Strong communication skills including the ability to set clear expectations, to mediate, to effectively facilitate and/or chair meetings and to adapt both verbal and written communication style to different audiences.
  • Solution-oriented, problem-solving skills that are directed towards achieving desired and measurable outcomes.
  • Ability to work accurately with detail while maintaining an understanding of context and the overall goal. 
  • Ability to use initiative to take effective action.
  • Ability to use good judgment in responding to official (external and internal) demands. 
  • Ability to be an effective member of a team. 
  • Ability to professionally represent the Mental Health Unit, the MH/IDD Department and the County in a variety of forums.

Physical Demands:
While performing the duties of this position, the employee is frequently required to sit, work with office machinery, and talk or hear. Occasionally, the employee will need to stand, walk, crawl, and drive a vehicle. On rare occasions, the employee will need to bend at the waist while working; kneel, stoop, crouch or squat; climb stairs; lift up to 20 pounds for a distance of up to four feet; and carry up to 20 pounds for a distance of up to 100 feet.
