    Summary of Position:
    Establishing data governance is a critical task for any organization. The Manager of Data Governance will oversee a team of data specialists who provide services in PIMS, child accounting, and data quality and lead LEAs in data governance and data compliance reporting. This position will demonstrate expertise and leadership in various student information systems (SIS), data compliance reporting (specifically PIMS), and data governance to external customers. Proactive data governance is necessary to ensure confidentiality, integrity, accessibility, availability, and quality of data requires gaining support of stakeholders, implementing data quality standards, and monitoring data reporting.
    The Manager of Data Governance supports LEAs by developing policies, ensuring that information is collected, maintained, used, and disseminated in a way that protects the individuals’ rights to privacy, confidentiality, and security, while producing timely and accurate statistical data. This includes ensuring the submission of state and federal reports and leading LEAs across the commonwealth in maintaining quality student and staff data. This position will also advise staff in the review and revision of enrollment processes for all students, including out of district placement, EL services, charter schools, and special education. This position will maintain current knowledge of and assist LEAs in maintaining compliance with child accounting rules and regulations.
    Qualifications:
    • Education and Experience
      • 10 years’ experience in analyzing, transferring, cleaning, summarizing and reporting student demographic data required
      • Bachelor’s Degree or higher preferred
        • Or an equivalent combination of education and experience.
    • Professional or Other Required Certifications
      • Completion of the PIMS certification tracks through the PDE data quality curriculum
      • Data Science Specialization Certificate preferred/
      • Must be willing to obtain certification and keep current while holding this position
    Essential Job Responsibilities:
    • Supervise a staff of data specialists by communicating clear expectations, monitoring progress, and evaluating performance.
    • Oversee a team that is responsible for assisting LEAs across the Commonwealth of Pennsylvania with data collection, analysis, troubleshooting, correcting and submitting data required for PIMS reporting and Civil Rights Data Collection (CRDC).
    • Act as a leader, teacher, facilitator and information source to staff and LEAs regarding information systems and PIMS.
    • Lead LEAs in the development of policy and procedures in areas that directly affect child accounting and data governance, including out of district placement, EL services, charter schools, and special education.
    • Conduct audits for LEAs on student information systems and data governance. Report findings and recommendations to cabinet members and boards.
    • Identify and solve complex data quality, data governance, and data reporting deficiencies in a variety of educational organizations in Pennsylvania.
    • Consult and guide senior leadership in LEA’s on data governance practices and data compliance requirements.
    • Create data governance programs by defining the organizational vision, policies, and practices; gaining support of the stakeholders; implementing the program; and monitoring its success.
    • With LEA leadership, establish data governance by clearly outlining policies, standard procedures, responsibilities, and controls surrounding data activities,
    • Ensure that information is collected, maintained, used, and disseminated in a way that protects the individuals’ rights to privacy, confidentiality, and security, while producing timely and accurate statistical data.
    • Develop and lead professional development and workshops on PIMS Fundamentals, Child Accounting, CRDC, Data Governance, Data Privacy, Confidentiality, and Security Practices.
    • Maintains staff by recruiting, selecting, orienting, and training employees and identifying professional growth opportunities.
    • Supervise the staff leading PDE required trainings and data quality meetings.
    • Market data services to prospective customers and maintain current customer relationships.
    • Stay apprised of and train data staff on knowledge of current School Code and Basic Educational Circulars pertaining to Child Accounting and Attendance.
    • Be an active member of statewide committees and present at statewide conferences.
    Salary:
    Project staff, Level 16, Exempt
    $81,250 - $101,562 annually, based upon experience
    Project Staff Benefits:
    • Excellent medical, prescription, vision and dental coverage at minimal cost to employee
    • If medical, prescription, vision and dental coverage is not needed, up to $10,391 in opt-out payments available
    • 1.5% of annual salary flexible benefit cash payment
    • Life insurance in amount of 2.5x annual salary paid by CCIU
