Chemonics seeks a Senior Technical Advisor, HIV Supply Chain in support of the Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project to ensure a secure supply of the President's Emergency Plan for AIDS Relief (PEPFAR)-approved products related to HIV prevention and/or treatment, including products such as condoms, Voluntary Medical Male Circumcision (VMMC) kits, and pre-exposure prophylaxis. The Senior Technical Advisor will collaborate closely with the Task Order 1 (TO1) Director, internal stakeholders (including Country Programs, Global Supply Chain and Health Systems Strengthening) and the USAID leads for prevention and/or treatment in the Supply Chain for Health (SCH) Division on HIV supply chain issues. The role of a motivated Senior Advisor will find interest in providing technical guidance to GHSC-PSM headquarters, country office teams, and other implementing partners and stakeholders to meet their PEPFAR HIV prevention and treatment targets and commodity needs. They will play a lead role in documenting GHSC-PSM successes, progress, best practices, and lessons learned related to HIV supply chain topics. This will include gathering and analyzing data (in collaboration with other data analysts), compiling past achievements, and documenting best practices and lessons learned for USAID and global audiences, including donors, implementing partners, and in country stakeholders. The Senior Advisor will support the annual country and headquarters work planning process by conducting technical reviews and providing feedback to ensure alignment with PEPFAR and country operational plan (COP) Technical Guidance.

GHSC-PSM is the primary vehicle through which the U.S. Agency for International Development (USAID) procures and provides health commodities for countries receiving U.S. government foreign assistance. GHSC-PSM also provides technical assistance to improve the efficiency, reach, and sustainability of in country supply chains and is supported with funding from the U.S. President's Emergency Plan for AIDS Relief, the U.S. President's Malaria Initiative, USAID's family planning and reproductive health program, and USAID's maternal and child health program.

Responsibilities:

  • Provide technical and implementation guidance to GHSC-PSM Global Supply Chain and Country Programs teams, country offices, USAID/ Washington, and USAID Missions on topics related to HIV prevention, VMMC, and/or treatment commodities.
  • Advise on PEPFAR programming in the larger strategy of the GHSC-PSM global supply chain.
  • Advise on specifications for PEPFAR-funded products, selection, importation, and distribution.
  • Conduct in-country quantification, including forecasting and supply planning, as requested by USAID, working with the FASP Team, in-country partners and Ministry of Health counterparts.
  • Contribute to the review of supply plans for PEPFAR-funded products in collaboration with the Forecasting and Supply Planning (FASP) and PLAN teams
  • to secure product supply, prevent and mitigate over stock, ensure alignment with the online catalog, and ensure compliance with relevant policies.
  • Write reports, articles, technical documents, and program reference materials, including guidance on products and their uses.
  • In collaboration with the Data Visualization team and other data analysts, conduct and/or provide technical guidance on complex data analysis and prepare data visualizations in support of manual and tools development.
  • Design reference materials and deliver training on products, planning, and procurement practices for headquarters and country office teams.
  • Conduct external quality assurance visits such as those to pre-approved vendors.
  • Provide technical guidance for strategic sourcing, commodity quantification and procurement, order management, and procurement data analysis.
  • Provide guidance regarding the development of sourcing strategies and long-term contracts.
  • Track registration requirements in collaboration with the strategic sourcing team leads and the HIV ISC (integrated supply chain) Manager.
  • Coordinate responses to USAID and other donor requests in collaboration with the TO1, Communications, Learning, Evidence, and Analytics for Results (CLEAR), Global Supply Chain, and Country Programs teams.
  • Provide regular updates to GHSC-PSM teams on trends, developments and policies related to HIV prevention and/or treatment commodities.
  • Provide supply chain updates to USAID counterparts and lead meetings with the USAID prevention and/or treatment commodities points-of-contact.
  • Conduct technical reviews of annual COP ensuring HIV prevention and/or treatment sections are in line with PEPFAR technical guidelines.
  • Perform other duties and responsibilities as required.

Qualifications:

  • Bachelor's degree required, master's degree in supply chain management, business administration, public health, or a related field preferred.
  • Minimum 8 to 10 years of relevant experience required.
  • Experience leading technical discussions with global health stakeholders and US government agencies, USAID preferred.
  • Experience analyzing and visualizing large data sets for decision making and presenting findings to clients and other external stakeholders required.
  • Excellent report writing, communication and presentation skills, both written and oral, for internal and external audiences.
  • Experience with HIV product lines (such as condom products, VMMC kits and devices, PrEP and TPT products, ARVs or related commodities).
  • Knowledge of PEPFAR strategies and management practices.
  • Experience working in a developing country context strongly preferred, with experience providing technical assistance in developing countries desirable.
  • Proven ability to work both independently and as part of a team, with experience in a large matrixed organization preferred.
  • Willingness to travel overseas on two to four-week trips, typically two to four times a year.
  • Demonstrated leadership, versatility, and integrity.
  • Fluency in English required; professional working proficiency in Portuguese desirable.

The Salary Range for this position is expected to be: $103,680 - $129,600.

An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.
Overtime exemption status may change due to state regulatory requirements.
