Chemonics seeks a Partnerships Advisor for the USAID Frontier Health Markets (FHM) Engage project in the Global Health division (GHD). FHM Engage is a global cooperative agreement to provide technical assistance supporting local actors to improve the ability of health markets to meet supply-side capacity gaps and consumer preferences and contribute to equitable provision of and access to high-quality family planning and other health services and products in mixed health systems. The project will work with a variety of international, regional, and local organizations as the primary mechanism through which this technical assistance to local market actors is delivered. Reporting to the Deputy Project Director, the Partnerships Advisor is responsible for the design, administration, and monitoring of the project's sub-agreement program. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

  • Responsible for the successful implementation of a large global sub-agreement program in compliance with Chemonics' policies and relevant USAID regulations and in close coordination with global, country buy-in, and PMU staff members
  • Works together with project technical team and project office leadership to determine optimal sub-awarding mechanisms
  • Works closely with project leadership to ensure quality and compliant implementation, while ensuring collaboration, learning, and sharing of resources and tool.
  • Advise and guide FHM Engage leadership on increasing FHM Engage's local partner base and transition award best practices in accordance with USAID's localization strategy.
  • Oversees sub-agreement design, award, performance tracking, and compliance
  • Directly manages complex subaward processes, if needed.
  • Builds strategic relationships with partner organizations as required to advance efficient partnering and implementation.
  • Serves as primary point of contact for the AOR team regarding subaward approvals and related inquiries
  • Serves as central point for guidance, coordination, and communication within the project for partner sub-agreements and budgets
  • Develops written policies and procedures, guidance documents, templates, and other resources for administration of the sub-agreement program and trains project and PMU staff accordingly
  • Works with country teams and PMU members to adapt the global partnering strategy to FHM country activities.
  • Serves as the primary point of contact for the Chemonics Compliance team regarding lifecycle sub-agreement approvals and related inquiries.
  • Leads and coordinates FHM Engage lifecycle pre-award processes with the support of PMU lifecycle managers.
  • Works closely with PMU Director/s and Team Leaders to determine the optimal allocation of PMU support staff to implement FHM Engage sub agreements portfolio.

Requirements:

  • Bachelor's degree required. Master's degree in finance, project management, economic development, health or related discipline preferred
  • Minimum of eight years of international development experience, experience managing multi-country USAID programs preferred
  • Previous field operations experience desired (including long-term overseas positions or extended short-term engagements)
  • Demonstrated strong skills in financial management and operations procedures and policies, procurement/subcontracting, compliance, and human resources
  • Prefer experience managing multiple project partners
  • Ability to effectively supervise local and international staff
  • Ability to work with cooperating partners in implementing complex programs
  • Strong interpersonal, written and oral communications skills
  • Fluency in written and spoken English
  • Proficiency in French or a second language is a plus
  • Demonstrated leadership, versatility and integrity

The Salary Range for this position is expected to be: $103,680 - $129,600.

An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.
Overtime exemption status may change due to state regulatory requirements.
