Planning Manager
The Champaign County Regional Planning Commission is seeking a Planning Manager to join our team. Champaign County RPC is a people-focused agency made up of over 100 programs designed to generate possibilities for all within our community. From analysis to policy guidance to offering services to our communities, RPC’s people plan for people.
The Planning Manager is an experienced professional and technical planning position that provides planning expertise to the CCRPC member agencies, the members of the Champaign-Urbana Metropolitan Planning Organization (MPO), as well other agencies and organizations to support and manage major programs, projects, and plans within the Planning and Community Development Division such as: long range, short range, regional planning and transportation planning; corridor planning and studies; environmental planning; multimodal planning; land use planning; transportation improvement prioritization and programming; and administrative support to meet other state and federal requirements.
Job Responsibilities:
  • The Planning Manager will assist the Planning and Community Development Director in all planning matters, including but not limited to:
  • Overseeing updates to the Metropolitan Transportation Plan, the Unified Planning Work Program, the Transportation Improvement Program, and related federal/state urban area planning activities.
  • Conducting and designing complex technical planning studies.
  • Collecting, analyzing and interpreting transportation data, designing surveys, developing long-range transportation planning priorities, summarizing data, preparing reports, and reviewing transportation model inputs and outputs.
  • Providing analysis, administrative support, financial planning, and scheduling for regional capital projects.
  • Building and maintaining relationships with the CUUATS Technical and Policy Boards, the Illinois Department of Transportation, the Federal Highway Administration, the Federal Transit Administration, and all member jurisdictions.
  • Performing project management for large planning and corridor studies. Duties include: developing project proposals; developing and tracking project budget, scope and performance measures; recommending and procuring consultant services when needed; managing MPO staff team and consultant if needed; reviewing and reporting on study progress and deliverables; applying for and managing grants; corresponding with agency partners; and developing and implementing public outreach plans.
  • Supporting multi-modal planning for bicycle, pedestrian, freight, and vehicular funding, safety programs, and safety goals.
  • Preparing MPO transportation planning presentations and presenting them to the public, governmental agencies, and civic organizations.
  • Directly assigning and supervising the work activities of a small, dedicated planning team.
  • Evaluating operations and activities of assigned responsibilities.
  • Strengthening the overall quality of CCRPC’s work product utilizing current best practices in conformity with federal, state, and local regulations and practices.
  • Serving in various policy-making bodies on regional/state/federal levels.
  • Providing information and assistance to the general public and other governmental agencies.
  • Ensuring work is data-driven and evidence based in alignment with recent research studies and practices.
  • Performing all other related duties as required.
Required Qualifications:
  • Master’s Degree in planning, engineering, public administration, geography, social sciences, or related fields and at least five years of related professional experience.
  • A bachelor’s degree in planning, public administration, engineering, geography, social sciences, or related fields, plus eight (8) years of professional planning and transportation planning experience.
  • Two to three years of experience working for an MPO or regional planning agency is preferred.
  • Two to three years of experience managing and developing staff and managing planning projects.
  • Experience in working with elected officials and state and federal agencies.
  • The candidate should possess superior organization, communication, and leadership skills.

Office Location: 1776 E. Washington Street, Urbana, IL 61802
Schedule: 8:00 a.m. – 4:30 p.m., M-F (A flexible schedule is necessary to support program goals.)
Status: Full-Time (37.5 hours per week)
Starting Wage: $39.51 (DOQ)
