Project Development Engineer PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating, through its subsidiaries, oil refineries and related facilities. We are a growing organization seeking a talented Project Development Engineer to join our team as a pivotal member here at PBF Energy. This role is located at Chalmette Refinery in Chalmette, LA. The Project Development Engineer (PDE) provides process design and project management support for multidisciplinary projects across all units within the refinery as well as leading project teams and managing project concepts from inception to Capital funding approval. The PDE continues as a member of the project team through subsequent design and startup phases to ensure projects meet all stated objectives. This position is based at Chalmette Refining in Chalmette, Louisiana. PRINCIPLE RESPONSIBILITIES Project Screening and Preliminary Design: Provide the chemical engineering expertise to bolster Business Teams’ problem-solving efforts Actively involved in unit troubleshooting and alternative scoping through knowledge or research of available technologies, process modeling and industry experience if solution is not reached easily by unit process engineer(s) Research technology available to improve unit operations and recommend timing for implementation Assigned to multiple refinery business teams as the Unit Project Coordinator to provide project development and design support to projects with coordination of all disciplines (Process, Mechanical, IE&C) Identifies potential projects and works with business/project teams to ensure their progression in line with refinery-wide Safety, Environmental and Economic objectives Collaboratively creates annual capital business plans with assigned business teams Ensures projects are developed in compliance with gated capital project system, technical design standards and unique site requirements Manages engineering firms when specialty design services are required prior to Capital funding Leads reviews of proposed project facilities to include process design, safety, health, environmental, reliability, operability, constructability, technical quality, and cost estimate Interfaces with project execution and construction coordinators to develop construction, schedule, contracting, and procurement strategies Evaluates and refines preliminary project facilities and works with the Refinery Capital Cost Estimator to develop the project’s ±30% cost estimate for refinery review and screening FEED, Detailed Design & Startup: Responsible for process design follow-ups during detailed design and construction Contributes to project FEED phase, resulting in the Project Design Specification Actively participates in HAZOP of final proposed detailed design facilities Approves deviations and changes to Project Design Specification as required Works with Project Team to minimize changes and ensure changes are justified (generally for safety or operability) Conducts vendor and fabrication shop verifications of equipment required to meet project process design conditions Participates in field verification of installed project facilities prior to start up General: Promotes a high standard for employees and contractors for safe and loss-free operation of the refinery Participates in CRLLC Loss Prevention System and conducts Loss Prevention Observations of peers Leads root cause loss investigations when assigned and supports such investigations as appropriate Mentors other PDEs in areas of expertise and participates in collaborative problem solving discussions and process modeling efforts for projects across the refinery Establishes relationship with peers at PBF Energy refineries across the refinery circuit JOB QUALIFICATIONS Education: Bachelor’s Degree in Chemical Engineering or similar required Master’s Degree in Engineering field a plus Work Experience: Minimum 3 years of experience in refining, manufacturing or other related process engineering position required Extensive Process Modeling experience is required Integrated refining and/or chemical plant project experience is required Distillation and/or Delayed Coking experience is preferred Aspen HYSYS process modeling software experience preferred Core Competencies and Characteristics: Loss prevention mindset applied to process safety risks Strong leadership skills Self-motivated Ability to work in a fast-paced environment Able to work effectively in a team environment This description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee.
