Position Description
Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario. Chaffey College celebrates the diverse communities we serve. As a federally recognized Hispanic Serving Institution (HSI) Chaffey's student population includes over 62% identifying as Latinx, 17% White, 8% African-American/Black, 6% Asian, and smaller percentages of Filipino (2.8%), Native American (0.40%), Pacific Islander (0.30%), or decline to state (2.82%). Furthermore, 40% of our students are first-generation college students, and approximately 62% of students are eligible for some form of financial aid. The current student population identifies as 62% female and 36% male with smaller percentages who either decline to state or identify as non-binary. Approximately 5% of Chaffey's students utilize Disabled Programs and Services for support. To support the diverse needs of these populations and their intersections, the College has developed a variety of robust equity-driven efforts in and out of the classroom including the Center for Culture and Social Justice, Panther Care, Turning Point, Success Centers, GPS Centers, and BLOOM training.
Under direction of the Associate Superintendent, Business, Human Resources, and Information Services, plans, organizes, coordinates, and administers the operations of the District's fiscal programs including accounting/budgeting processes and controls, revenue and cash management, grant fiscal management, and financial planning and forecasting. The Executive Director oversees Accounting Services which includes accounts payable and payroll; Purchasing Services which includes warehouse, civic center, and rentals; and Auxiliary services which includes Campus Store and Dining Commons.
Responsibilities
Essential responsibilities and assignments include, but are not limited to the following:
Develops, organizes, and supervises the District's fiscal, accounting, purchasing, and auxiliary activities.
Plans, implements, updates, and coordinates policies and procedures; technical aspects of the area including deadlines for data submission; data collections and maintenance of records of expenditures and income for all funds of the District.
Develops, directs, implements, and oversees procedures required to maintain the District's fiscal condition, and insures production of timely and accurate fiscal reports as required by federal, state, and local agencies.
Develops, directs, implements, and oversees the planning, organization, and administration of Purchasing Services, including purchases and contracts for goods, general college services, rentals, and public works.
Develops, directs, implements, and oversees the planning, organization, and administration of Accounting Services including accounts payable and payroll,
Develops, directs, implements, and oversees the planning, organization, and administration of Auxiliary Services including Campus Stores and Dining Commons.
Participates in the development and implementation of the internal audit plan; participates in internal audits, special audits, individual and unannounced audits as directed by senior management or the Governing Board; participates in audits conducted by outside agencies such as independent external audits, bond performance audits, IRS audits and FTB audits as directed by senior management or the Governing Board. May provide work direction regarding audit processing as directed by senior management.
Supervises development and preparation of data and reports involving fiscal claims and reimbursement.
Oversees grant fiscal management.
Prepares budgeting/fund accounting board items, reviews district board items that have fiscal implications, and prepares Auxiliary Board agendas.
Oversees updates and maintenance of District fees.
Assists all departments with budget development and monitoring, and accounting issues.
Reviews and analyzes apportionments; assists in the development of financial planning and forecasting, secures financing, assists in the implementation of enrollment management strategies, and oversees cash flow.
Supervises the management and records of District funds.
Conducts performance evaluation of assigned staff.
Maintains records on contracts, bonded indebtedness and investments.
Serves as a collegial and responsive member of the Management Team; attend a variety of meetings to report on the financial stability of the College and to act as a strategic and operational partner with colleagues, supervisors, community members, public agencies, educational institutions, and brokers.
Maintains Liaison with County Treasurer's Office, Auditor Controller's Office, the San Bernardino County Superintendent of School's Office and the State Chancellor's Office.
Reviews and interprets technical accounting literature, pronouncements, regulations and other guidelines. Interprets, applies, communicates, and explains pertinent laws and/or District or other regulations, policies, and procedures, as appropriate.
Establishes and maintains effective relationships with a variety of faculty, staff, and administrators.
Through continued study and participation in professional organizations, maintains an understanding of current ideas, trends and practices pertaining to the areas of responsibility for this position.
Participate in local, regional and state activities to promote Chaffey Community College.
Participates in District sponsored in-service programs.
Carries out such other duties as may be assigned by the Associate Superintendent, Business, Human Resources, and Information Services or designee.
In the absence of the Associate Superintendent, Business, Human Resources, and Information Services may serve as the Chief Business Officer.
Qualifications
MINIMUM QUALIFICATIONS
Graduation from an accredited college or university, with a minimum of a bachelor's degree or equivalent in finance, accounting, business (with an emphasis in accounting) or a related field.
Possession of an active CPA license.
Four (4) years of increasingly responsible business management experience, including two years of management experience in an educational entity with responsibility for accounting, budgeting, and/or auditing.
Knowledge of:
Generally accepted accounting principles (GAAP);
Applicable District policies and local, state and federal laws, codes and regulations;
Computerized financial systems;
Governmental accounting;
Public institutional accounting, payroll, and budgeting systems and management;
Budget planning;
Analytical skills necessary to draft budgets, and monitor expenses;
Effective oral and written communication;
Time management related to meeting numerous deadlines
Ability to:
Direct the activities of an assigned staff;
Establish cooperative communication with staff, administrators, faculty, and others contacted in the course of performing assigned duties;
Work independently with little direction;
Conduct financial research and analysis, identify trends and forecasting needs;
Oversee and evaluate a complex and diverse program of business functions;
Develop interpersonal and group relationships;
Select, train, supervise, evaluate, motivate and lead staff members;
Interpret regulations and codes related to fiscal processes and controls
Clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of a community college environment. CONDITIONS OF EMPLOYMENT
This is a full-time, 12-month, management position, Level II, Range 32 of the Management Salary Schedule with starting salary of Step A, $13,047/month. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined.
