SUMMARY:
The Housing Program Specialist's (HPS) responsibilities include management of leasing requirements (lease-up/acquisition/resyndication), processing of applicant files, and performing detailed audits of applicant/tenant files to determine compliance with program/project policies/procedures and regulatory requirements. The HPS plays a key role in the absorption of pipeline projects and stabilization of new properties; in doing so, the HPS works closely with property management team members and third parties to resolve issues quickly and qualify eligible households. The HPS works with the compliance management team to establish project goals and completes work within the expected schedules. The HPS is responsible for compliance oversight of the applicable affordable housing programs. These programs include but are not limited to, the Low-income Housing Tax Credit (LIHTC) program, HUD programs (VASH, Section 8, HUD 236, HUD 202 PRAC), Bond, HOME, CHFA, AHP, MHP, special needs housing programs, and other housing programs (including state/local programs). The HPS provides training and technical assistance and supports the lease-up/qualification team. The HPS travels to all locations where the organization conducts business, including out-of-state locations. The HPS brings excellence to their work and related activities and effectively completes the job.
EDUCATION/EXPERIENCE:
Four-year college education/technical school training, or four years of relatable experience or training or equivalent combination of education and experience. Five or more years of experience in a relatable occupation or compliance monitoring of affordable housing programs and a Bachelor's degree are preferred. Professional industry designations of Housing Credit Certified Professional (HCCP), Novogradac Property Compliance Certification (NPCC), and Certified Occupancy Specialist Advanced (COSA) are highly preferred. Experience with Smartsheet or Yardi is also preferred.
